POSITION DESCRIPTION
The People & Culture Executive ensures effective HR Service Delivery across Head Office / Project/Field operations. The role executes HR operational processes, manages statutory and employee benefits administration, supports talent management cycles, and contributes to process re-engineering and organizational development initiatives.
This position serves as a key liaison between the People & Culture Office and Project Teams, ensuring timely, compliant, and employee-centric HR support aligned with organizational standards.
DUTIES AND RESPONSIBILITIES
Employee Lifecycle Management
Employment contract issuance and documentation control
- Onboarding checklist completion and induction coordination
- Probation tracking and confirmation processing
- Employee data management in HRIS
- Transfer, movement, and separation documentation
- Clearance and final settlement coordination
Attendance & Leave Administration
Monthly attendance consolidation from projects
- Leave tracking, reconciliation, and LWP adjustments
- Supervisor revalidation follow-ups
- Compliance reporting and variance analysis
Employee Records & Documentation
- Maintain updated personnel files (hard & soft)
- Ensure documentation completeness
- Maintain confidential employee records in compliance with audit standards
Benefits & Statutory Compliance Administration
- Manage registration, contributions, reconciliations
- EOBI compliance and employee registration
- Coordinate Group Medical & Group Life Insurance enrollments, deletions, and claims
- Liaise with insurance providers for claim processing and issue resolution
- Maintain benefits trackers and ensure 100% documentation compliance
- Provide employee education and clarification regarding benefit coverage
Liaison with Project / Field Staff
- Serve as focal point
- Support Project Managers in workforce planning and staffing updates
- Provide guidance to project teams on HR policies and procedures
- Ensure timely submission of attendance, leave, and HR documentation from field locations
- Conduct periodic HR compliance checks for project teams
- Escalate workforce risks (attrition, grievances, absenteeism trends) to P&C Office
- Support field visits for HR compliance monitoring (as required)
Talent Management Support
- Support recruitment coordination (job postings, screening, interview scheduling)
- Maintain candidate documentation and offer processing
- Assist in performance management cycle coordination
- Track appraisal completion and documentation
- Support training needs analysis and L&D coordination
- Maintain talent data dashboards
Employee Experience & Engagement
- Execute engagement calendar activities
- Coordinate surveys and feedback mechanisms
- Analyze engagement data and propose improvements
- Support conflict resolution and employee relations interventions
- Promote culture, inclusion, and wellbeing initiatives
Process Re-engineering & Organizational Development Support
- Review HR workflows for efficiency gaps
- Recommend process automation and standardization improvements
- Assist in structural and workforce reviews
HR Reporting & Governance
- Prepare monthly HR dashboards covering:
- Attendance compliance
- Attrition
- Benefits
- Recruitment pipeline
- Engagement metrics
- Ensure documentation readiness for audits and donor compliance
- Maintain HR compliance trackers and exception logs
REQUIRED JOB SPECIFICATIONS
Required Qualification
Bachelor’s in HR, Business Administration, or related field.
Required Experience
2–4 years of experience in HR Operations or HR Generalist role.
