The People Operations Manager is responsible for leading and executing core human resource functions, including recruitment strategy, new-hire onboarding, employee training and development, benefits administration, personnel record management, annual compensation and performance review cycles, and employee engagement initiatives. This role ensures compliance with company policies, employment regulations, and supports a positive, high-performance culture.
This position is primarily based at the Oklahoma Proton Center, while also providing similar functions to a group of small, affiliated entities.
Work Experience Requirements
- Bachelor’s degree in Business, Human Resources, or related field (equivalent experience considered).
- 3+ years of progressive HR experience.
- PHR/SPHR or SHRM-CP/SCP certification, preferred.
- Healthcare experience preferred.
Responsibilities
Recruitment & Talent Acquisition
- Develop, implement, and manage strategic recruitment initiatives to attract qualified candidates.
- Partner with hiring managers to define job requirements, screen applicants, and coordinate interview processes.
- Manage external recruiting platforms, staffing agencies, and employer branding efforts.
Onboarding
- Oversee and continuously refine the new-hire onboarding experience to ensure successful integration.
- Oversee all steps of new hire onboarding process including preparing correspondence and offer letters; coordinating pre-employment background and drug screenings, orientation sessions, training schedules, and benefits enrollment.
Training & Development
- Develop, implement, and oversee ongoing training programs for new hires and existing employees.
- Assess training needs, identify skill gaps, and manage documentation of completed training.
Benefits Administration
- In conjunction with the Accounting Department, facilitate open enrollment processes, plan renewals, and employee education.
- Coordinate with brokers and third-party vendors on benefit-related inquiries and updates.
- Manage Affordable Care Act (ACA) compliance requirements, including annual filing forms (e.g., 1094-C, 1095-C), employee eligibility tracking, and timely reporting.
- Reconcile benefit enrollments with payroll deductions and carrier invoices monthly to ensure accurate billing and proper employee withholdings.
Compensation & Performance Management
- Lead the annual compensation analysis and market comparison initiatives.
- Manage the yearly performance review cycle and merit increase administration, integrating the process into Paycom, and ensuring pay-for-performance alignment.
Employee Relations & Engagement
- Support employees and management by handling inquiries, conflict resolution, and policy interpretation.
- Serve as primary coordinator for employee appreciation initiatives, company social events, and engagement activities.
- Act as facilitator for the Jenny Washington Award, including nomination management, communication, and recognition processes.
- Provide day-to-day guidance, coaching, and support to management and staff regarding employee relations issues, performance issues, employment laws, and policies and procedures.
- Conduct investigations and make recommendations regarding staff disputes or misconduct issues.
- Conduct exit interviews and analyze information gathered to identify and address root causes of turnover
Personnel Records & Compliance
- Maintain accurate and confidential personnel files in accordance with state and federal regulations.
- Ensure compliance with employment laws, company policies, and audit documentation requirements.
