This position will plan, direct, and control all environmental permitting for multiple underground mines, surface mines, preparation plants, and refuse disposal facilities located in Pennsylvania and West Virginia to ensure compliance with all applicable regulations and laws associated to the mining industry; including, but not limited to: federal SMCRA and CWA, and CAA.
This work requires a well-organized individual equipped with the ability and skills to independently complete the preparation of permit applications, a working knowledge of regulatory requirements, interaction with regulatory agencies, consultants, and mine personnel.
ESSENTIAL JOB DUTIES AND RESPONSIBILITIES
- Ability to communicate effectively
- Coordinate with operations and management to ensure accurate and timely permit issuance.
- Direct, assemble, review and submit permit applications through the approval and issuance process.
- Coordinate with internal Departments for necessary permit items such as Land/Legal surface & mineral control, Mine Management and Engineering for mine plans, etc.
- Develop working relationships and interface with appropriate contacts within the regulatory agencies
- Update the company approved permit status tracking list for internal management review.
- Maintain internal permit files per management’s approved filing protocol.
- Provided regulatory guidance, site design input and estimated permit timing to the Production and Project Engineers.
- Direct and manage external consultants as needed. Includes management and development of budgets, requisitions, Purchase Orders and invoices
- Provide support for environmental challenges in the field.
- Conduct other tasks and assist with projects as needed.
Experience
- BS Degree in Environmental Science, Environmental Engineering, or related field
- 4+ years working in the Environmental regulatory field, either in operations or consulting services.
- Knowledge of coal mine permitting and onsite environmental requirements.
- A keen familiarity with PADEP, WVDEP, USACE Section 404, Federal and State 401 programs, and NPDES regulations.
- Strong verbal and written communication skills required, as well as strong MS Office computer skills
- Working knowledge of AutoCAD is a plus.
- Strong background in AutoCAD/Carlson SurvCADD is preferred, but not required.
- Understand the major components of the permits, typical duration for performance and ability to tie them into a project schedule
- Have a general understanding of surface water hydraulics and groundwater hydrology, preferred
- Ability to run SEDCAD is a plus.
