Personnel Security Specialist

This is an On-site position at our Headquarters in Bryan, Texas.

Position Summary:

The Personnel Security Specialist is responsible for the formulation and application of security policy, procedures, systems and programs involving the suitability and security eligibility of individuals for entry and retention in sensitive and non-sensitive positions. This role will make preliminary security clearance suitability determinations for employees or other persons for access to sensitive information, resources, material or work sites and subsequently submit approved persons for consideration to the appropriate government entities for final determinations of suitability and eligibility for clearance or issuance of other governmental credentials. Essential Duties and Responsibilities:

  • Developing and Implementing policies and procedures for the Personnel Security Program within BFA.
  • Receive, review and analyze all personnel security related correspondence required to assist candidates, new hires, and current employees with completing necessary forms in support of obtaining and maintaining personnel security clearance suitability and adjudicative requirements. These documents include but are not limited to fingerprint results, Declaration of Federal Employment, credit reports and other supporting documents.
  • Create electronic cases and upload all appropriate documents relating to specific cases into the system of record and other necessary government and third-party systems such as DISS/NBIS, NISS, etc.
  • Process requests for additional information on security packages and follow-up on correspondence received to make a comprehensive personnel security recommendation.
  • Review background reports or documents as needed on subjects and effectively communicate results.
  • Prepare memoranda, reports and other personnel security documents, reports, and review all reports on recurring frequency for system integrity and accuracy.
  • Properly safeguard Privacy Act Protected Information, Personal Identifiable Information (PII) and Unclassified/Classified National Security Information.
  • Administer and assist the Security Department with creating, delivering and accurately tracking all training and briefing requirements for employees.
  • Effectively communicate with employees, hiring managers, and other internal supporting departments, as well as external government agency personnel in support of background checks, inquiries, report generation, and maintenance of training and briefing records.
  • Assists with Internal Security Controls through performance of compliance assessment reviews and self-inspections to ensure compliance with government and company regulations/requirements.
  • Report all security violations and discrepancies to the Security Department Manager for further action and determinations.
  • Performs other related duties as assigned.

Required Skills/Abilities:

  • Must be able to work independently and irregular hours, as required.
  • Familiarization with and Ability to Master the National Industrial Security Program Operating Manual (NISPOM).
  • Ability to complete all Defense Counterintelligence and Security Agency FSO training requirements.
  • Basic Understanding of a DoD Contract Security Classification Specification (DD-254)
  • Excellent verbal and written communication skills, including the ability to understand and write policies and procedures.
  • Excellent organizational and prioritization skills with attention to detail.
  • Excellent time management skills with a proven ability to meet deadlines.
  • Strong analytical and problem-solving skills.
  • Ability to function well and adapt in a fast-paced environment.
  • Proficient with Microsoft Office Suite.
  • Strong ethical standards and integrity.

Education, Certifications, and Experience:

  • Security Clearance - Ability to obtain/maintain at least a Secret level DoD clearance, U.S. Citizenship required.
  • Bachelor’s degree in Criminal Justice, Security Management, Political Science, Public Administration or related field and
  • 8 years or more of related experience in personnel security or related field, OR an equivalent combination of education and experience to be successful in the role.
  • Experience partnering with cross-functional organizations and experience solving complex challenges independently in compliance with written and verbal standards.
  • 3 or more years of investigative experience lending to the ability to conduct investigations objectively and professionally regarding sensitive issues.
  • 3 or more years of experience within a DoD or Federal level Security Office preferred.
  • 3 or more years of training or teaching experience and/or Teaching or Instructor Certification preferred.

Physical Requirements:

  • Prolonged periods of sitting at a desk and working on a computer.
  • Ability to lift up to 20 pounds.

Travel Expectations:

  • Expected travel: up to 10%.
  • ** Periodic travel to HQ and/or DC office for meetings may be required.

The anticipated salary range for this role is $78,400 - $98,000, based on factors such as experience, skills, required location, and available funding. This range reflects that base salary and does not include any possible bonuses or benefits. Actual compensation may vary and will be determined during the interview process and in accordance with applicable laws.
