PERSONNEL TECHNICIAN I
CLASSIFICATION: Classified Management/ Confidential
SALARY LEVEL: Range 1, Classified Management/ Confidential Salary
WORK YEAR: 12 Months
JOB DEFINITION:
Under direct supervision of the Assistant Superintendent/ Director of Human Resources, will serve as the Personnel Technician I to the department. Performs a full range of responsible technical and clerical work relating to the interpretation and maintenance of recruitment, application, employment, and personnel control processes in respect to the District’s personnel policies, regulations, records, and processes.
Works independently, requiring knowledge of District programs, State and District regulations and requirements for personnel related issues. Has responsibility for maintaining and operating a Human Resources position control database. Assists callers and visitors including administrators, applicants, certificated and classified staff, or other individuals with requested information, or refers them to the appropriate party. Develops, processes, and maintains proprietary and confidential information, both oral and written and assures security of such data. Creates and maintains presentation materials for Personnel
Services to use in connection with recruiting, retention and other personnel issues. Performs other job related duties as assigned by supervisor.

Essential Duties:
- Provide information to applicants, employees, and District administrators on a variety of employment matters relating to the classified or certificated personnel service, including job opportunities, requirements, salaries, examination and other selection processes.
- Assists applicants with examining their experience and education to verify if they meet the minimum qualifications for positions.
- Assists with scheduling job applicants and provides information about the interview and hiring process.
- Acts as primary contact for Service Learners through local universities, provides orientations and confirms clearance to provide service.
- Processes and completes personnel forms as necessary on new and terminating employees; ensuring the employees have appropriate credentials, licenses, examinations, etc.
- Coordinates and maintains the advertisement of substitute job postings, which may include local, statewide and nationwide platforms, utilizing a variety of sources including newspapers, flyers, e-mail and web pages, other academic institutions, and agencies in various industries for recruitment purposes.
- Seeks new and creative resources for development and growth of district substitute pools.
- Conducts preliminary screenings of applicant experience and education to verify that they meet the minimum qualifications for substitute positions.
- Conducts and coordinates orientations for newly hired substitute employees and answers employee questions regarding employment policies and procedures.
- Works in cooperation with others to assure required degrees, licenses, credentials and tests are obtained in compliance with regulations .
- Assists with the maintenance of the job posting system.
- Assists in the preparation of materials & information for negotiations with bargaining units.
- Provides technical assistance with the application of credentials, including temporary teaching authorizations and waivers.
- Maintains external certificated substitute database and provides training on database to site personnel.
- Provides technical support and coordinates training of certificated substitutes.
- Maintains internal database of employees.
- Provide support related to live scan fingerprinting, including completing or assisting in the completion of forms and maintain records related to live scan services.
- Provides verification of employment for employees.
- Maintains TB database. Communicates with staff regarding TB requirements and expiration dates.
Coordinates with district nurses or health staff to provide TB screening services.
- Maintains database related to annual, mandatory employee training and sends out communications related to these trainings.
- Maintain the fingerprint files for new hire and subsequent arrest reports, conduct follow-up with the Department of Justice when necessary
- Maintain central personnel filing system, including salary changes, anniversary dates, vacation, sick leave, credential for certificated staff, etc.
- Maintains data in a Personnel Services position control database.
- Gathers, classifies, and summarizes data, creates reports in spreadsheet programs.
- Gathers and compiles information from a wide variety of sources and prepares reports utilizing a PC and several types of software programs.
- Maintains confidential files and records that may include seniority lists, salary information, absences and leaves, etc.
- Acts as back up for Supervisor Human Resources.
- May provide support at departmental events such as recruitment and health fairs.
- May provide clerical support to HR Director and/or Supervisor Human Resources.
- Prepare responses to unemployment compensation inquiries
- Prepares a wide variety of materials with responsibility for correct grammar, spelling, syllabification and format.
- Assembles background materials for meetings, gather items for agendas and create documents
- Establishes and maintains office filling system for Personnel files.
- May reply to routine requests for information from own knowledge or brief instruction from supervisor.
- Prepares reports and provide editorial assistance in preparing, producing and disseminating publications related to employment, staffing and other personnel topics.
- Maintains a high level of professional business communication skills with other departments, vendors, staff, students, and the public.
- Reviews finished work for clerical accuracy.
Other Related Duties:
- Edit Personnel Department website for job vacancies, application information, etc. Maintain job vacancy lists in hard copy format for applicants
- Represent the Department and recruiting activities
- Perform other related duties as assigned by the supervisor
- Participate in available training to meet new safety and/or technology standards
- Attend meetings related to assignment
PHYSICAL EFFORT AND WORK ENVIRONMENT
- Physical, mental, and emotional stamina to perform the duties and responsibilities of the position
- Mental acuity to collect and interpret data, evaluate, reason, define problems, establish facts, draw valid conclusions, make valid judgments and decisions
- Manual dexterity sufficient to writ, use the telephone, computer, calculator, and office machines at required speed and accuracy
- Vision sufficient to read handwritten and printed materials, and the display screen of various office equipment and machines
- Hearing sufficient to communicate in person and hold telephone conversations in normal range
(approximately 60 decibels)
- Speaking ability in an understandable voice with sufficient volume to be heard in normal conversational distances on the telephone and addressing groups
- Physical agility to sit, stand, kneel, walk, push/pull, squat, twist, turn, bend, stoop, and to reach overhead
- Physical stamina sufficient to sustain light physical labor for up to 8 hours, sit and/or walk for prolonged periods of time
- Physical mobility sufficient to move about the work environment (office, district, school site to site) for sustained periods of time on hard flooring, climb slopes, stairs, ramps, and to respond to emergency situations
- Physical strength sufficient to periodically lift and/or carry 40 pounds of material or supplies; occasionally lift 80 or more pounds with assistance
- Occasionally push and/or pull a variety of tools, equipment, or objects weighing 80 or more pounds
- Indoor work environment
REQUIRED QUALIFICATIONS:
Education:
- A high school diploma or GED equivalency sufficient to assure the ability to read and write English and to perform mathematical calculations at the level required for successful job performance PLUS a minimum of two years of formal, related education beyond a high school diploma or other combination of training, education, and experience that demonstrates possession of the knowledge and abilities to perform the duties of the position
Experience:
- Combination of training and experience equivalent to three (3) years of progressively responsible clerical, administrative, secretarial, and/or technical experience, which has provided the applicant with the required knowledge and abilities to successfully perform job duties
- Personnel or Human Resources experience, including direct public contact
- Training in keyboarding, personal computer literacy, and general clerical operations
- Experience, understanding, and maintaining cooperative and effective relationships with persons of culturally and linguistically diverse backgrounds
- Basic English usage, spelling, grammar, punctuation, and report and/or letter writing
Knowledge of:
- Pertinent Federal, State and local laws, codes and regulations
- Working knowledge of Microsoft Word, PowerPoint, Excel
- Methods and practices of accurate record keeping (financial and otherwise), including mathematics, electronic spreadsheets, and efficient filing systems
- Modern office methods, procedures, and equipment, financial and other record keeping systems, receptionist and telephone techniques
- Source documents and data entry verification
- Basic English usage, spelling, grammar, punctuation, and report and/or letter writing
Licenses and Certificates:
- Possession of a valid Class C California driver’s license (as appropriate to the assignment)
Ability to:
- Perform clerical and receptionist duties with a minimum of supervision; must be able to work with frequent interruptions, in person and by telephone
- Clearly explain a wide variety of complex procedures and policies to individuals who have minimal knowledge of related processes and procedures

DESIRABLE QUALIFICATIONS:
- Associate or Bachelor’s degree highly desirable
- Bilingual (English/Spanish)
- Certificate in Human Resources or Personnel
- Previous experience in a school district or governmental entity
- Strategic and analytical thinking skills with an ability to solve problems and make decisions
- Ability to apply deductive reasoning and draw conclusions in order to solve problems and facilitate decision-making processes
- Knowledge of collective bargaining process and laws governing negotiations
- Knowledge of State Education codes and the Brown Act
Job Type: Full-time
Pay: $68,269.00 - $95,248.00 per year
