PLANNER - EMERGENCY MANAGEMENT
PAY PLAN: 117 - $ 48,087.00 minimum salary, or as per Compensation Policy Promotional Method.
SECTION I-JOB DESCRIPTION
SUMMARY: Under the supervision of the Director of Emergency Services, the Emergency Planner performs planning and research work as well as project management duties in areas of training, community outreach, exercise development and coordinated response planning for local and regional emergency management initiatives. Work involves developing emergency operational plans and programs for Cameron County and performing intergovernmental planning and coordination functions. This position will also be responsible for serving as a liaison to municipalities and Emergency Operation Center management. This position works under limited supervision with considerable latitude for the use of initiative and independent judgment.

EDUCATION AND EXPERIENCE: (State the minimum requirements for formal education and job related experience.)
Associate's degree in Emergency Management, Public Safety, Criminal Justice, Public Administration, or a field related plus three (3) years administrative experience in an office environment. Bachelor's degree preferred.
KNOWLEDGE, SKILLS, AND ABILITIES: (As utilized in the performance of the Essential Functions of the job.)
Knowledge of planning and programming methodologies. Ability to communicate effectively (oral, written and Spanish speaking ability). Ability to train and supervise others. Knowledge of computer programs software and database (MS Word, Excel, PowerPoint, Internet). Ability to follow oral and written instructions. Ability to work with public.
SPECIAL REQUIREMENTS: (Special licenses and other requirements necessary to obtain or retain the position.): Must have a valid Texas Driver's License, comply with State of Texas Driving Laws, and maintain an acceptable driving record. Must have reliable transportation. Employees of Cameron County may be required to work during any natural disaster or emergency. Criminal background check is required for employment or continued employment.
PHYSICAL DEMANDS: Good health and physical condition sufficient to permit full performance of the duties of the position. If additional assistance is required, employee must request assistance prior to performing the assignment.
This is a Civil Service covered position. Testing requirements will follow section 2.32 of the Civil Service Rules and Regulations Handbook. Probationary period will follow section 2.35 of the Civil Service Rules and Regulations Handbook.
