Key Responsibilities:
Strategic Planning & Schedule Management:
- Establish and implement the overall Planning & Project Controls framework for the substructure package.
- Develop, baseline, and own the Project Master Schedule (Level 1 to Level 4) in Primavera P6.
- Define Work Breakdown Structure (WBS), activity coding, and schedule logic in alignment with the contract requirements.
- Drive schedule integration across all subcontractors, design teams, procurement, and construction disciplines.
- Lead schedule risk assessments and develop proactive mitigation and recovery strategies.
Progress Monitoring & Reporting:
- Oversee the preparation and submission of Weekly, Monthly, and Quarterly Progress Reports to DAEP and senior management.
- Develop and maintain Earned Value Management (EVM) systems, S-curves, and progress dashboards.
- Chair internal planning review meetings and represent the planning function in client progress meetings.
- Ensure accurate and timely reporting of KPIs, milestones, and critical path activities.
Claims & Contract Management Support:
- Lead the preparation of Extension of Time (EOT) claims and delay analysis in coordination with the contracts team.
- Apply recognized delay analysis methodologies (TIA, Windows Analysis, Impacted As-Planned).
- Maintain contemporaneous records to support contractual entitlements under FIDIC/NEC conditions.
- Review and respond to client and subcontractor schedule submissions and claims.
Team Leadership & Development:
- Build, lead, and mentor a team of Planning Engineers and Planning Coordinators.
- Allocate responsibilities, set performance targets, and conduct regular performance reviews.
- Establish best practices, planning procedures, and quality standards within the planning team.
- Train junior planners on Primavera P6, schedule control, and reporting methodologies.
Stakeholder & Interface Management:
- Serve as the primary planning interface with DAEP, consultants, and third-party stakeholders.
- Coordinate with the Procurement Manager to integrate long-lead procurement into the master schedule.
- Interface with the Design Manager to track design deliverable schedules and their impact on construction.
- Support the Project Director in strategic decision-making through schedule analysis and forecasting.
Qualifications & Requirements:
Education:
- Bachelor's degree in Civil Engineering, Construction Management, or a related discipline.
- Master's degree or postgraduate qualification is an advantage.
- Professional certifications such as PMP, PMI-SP, or Planning & Scheduling Professional (PSP) are highly desirable.
Experience:
- Minimum 12–15 years of planning/project controls experience in large-scale construction.
- At least 5 years in a Planning Manager or Senior Planning role.
- Proven experience on airport, mega infrastructure, or substructure projects (piling, foundations, earthworks).
- Prior experience working in the GCC region is strongly preferred.
- Experience working with Chinese international contractors (CHEC, CSCEC, CRCC, CCCC) is an advantage.
Technical Skills:
- Expert-level proficiency in Primavera P6 (mandatory).
- Strong knowledge of FIDIC Red/Yellow Book contract conditions.
- Proficient in delay analysis, forensic scheduling, and EOT preparation.
- Experience with cost-loaded and resource-loaded schedules.
- Familiarity with BIM integration into project planning workflows is a plus.
- Proficient in MS Office (Excel, PowerPoint, Word) for reporting and presentations.
Leadership & Soft Skills:
- Proven leadership and team management capabilities.
- Excellent written and verbal communication in English (mandatory).
- Mandarin/Chinese language skills are a significant advantage given CHEC's management structure.
- Strong negotiation and stakeholder management skills.
- Ability to perform under pressure in a fast-paced mega-project environment.
- High attention to detail with a strategic, solutions-oriented mindset.
