Under direct or general supervision, performs professional work in checking plans, calculations, specifications, technical reports, and other submittal documents for compliance with Federal, State, and local building codes, ordinances, and regulations; receives and checks plans and designs for complex structures, new and remodeled commercial, industrial, and residential buildings to ensure compliance; assists inspectors, contractors, design professionals, and the public regarding construction requirements; and performs related work as required.

SUPERVISION RECEIVED AND EXERCISED
Receives general supervision from the Principal Plans Examiner. Exercises no supervision of staff.

CLASS CHARACTERISTICS

Plans Examiner I: This is the entry-level classification in the plans examiner series. Initially under close supervision, incumbents learn and perform a variety of professional office and plan review functions related to the processing of building permit applications. As experience is gained, assignments become more varied and are performed with greater independence. Positions at this level usually perform most of the duties required of the positions at the II level, but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise. This class is flexibly staffed with the Plans Examiner II level, and incumbents normally advance to the higher level after gaining experience and achieving proficiency which meet the requirements for Plans Examiner II.

Plans Examiner II: This is the journey-level classification in the series, able under direction to perform the full scope of duties required. Positions at this level are normally filled by advancement from the I level, or when filled from the outside, require prior plan review experience. Successful performance of the work requires a thorough knowledge of plan checking methods and the ability to exercise sound judgment within established guidelines. Positions at this level are distinguished from the I level by the performance of the full range of duties as assigned, working independently and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.

These positions in the Plans Examiner class series are flexibly staffed and positions at the II level are normally filled by advancement from the I level requiring two (2) additional years of experience and after gaining the knowledge, skill, experience, and certifications which meet the qualifications for and after demonstrating the ability to perform the work of the higher-level class.

  • Checks for compliance with requirements of national, state, and local codes and ordinances relative to building structure, electrical systems, plumbing, mechanical, fire safety, and energy.
  • Drafts plan review comments relative to code requirements in a manner that is technically sufficient for the professional and fundamentally understandable by the owner or builder.
  • Meets with design professional, owners, builders, and others to discuss problem area with submitted projects.
  • Works with other State and County departments to ensure a complete and accurate plan review.
  • Identifies project data necessary for permit processing such as project valuations type of construction, use, quantity and type of utilities and machinery, building size and provides that information in an easily understandable format to permit processing staff.
  • Communicates with field inspectors, permit technicians and other departments to gain additional knowledge on projects that might affect the permit process.
  • May visit construction sites and assist building inspectors in the field where engineering problems are encountered; advises on engineering matters and technical judgments.
  • Prepares plan review reports, comment sheets, and correspondence noting plan deficiencies and building code enforcement issues; maintains records of plan checking activities.
  • Refers to a variety of manuals, documents and books including California Codes specific to Building, Plumbing and Mechanical, National Electrical Code, and I.C.B.O Research Reports.
  • Oversees coordination for project approvals, building permits and plan reviews by other departments, divisions, or agencies.
  • Responds to public inquiries over the telephone or at the counter concerning questions regarding permit processing, building, or other construction-related questions; calculates permit fees; assists applicants in achieving compliance with various codes and regulations.
  • Attends meetings to review and discuss plans, documents, and code requirements; performs field reviews as necessary.
  • Performs related duties as required.

Minimum Qualifications

Plans Examiner I/II:


  • Principles, practices and methods of structural and building plan review.
  • Practices for documenting plan checking procedures, correcting discrepancies, and carrying through on court procedures.
  • Civil engineering principles, techniques, policies, and procedures.
  • Construction methods, materials, tools, and equipment used for complex residential, commercial, and industrial construction, and principles of structural engineering.
  • Methods, materials, tools, and safety practices of the building, plumbing, and electrical trades.
  • Applicable Federal, State, and local laws, rules, regulations, ordinances, and organizational policies and procedures relevant to assigned area of responsibility, including building, plumbing, electrical, mechanical, life safety, energy, and related codes.
  • Legal processes and considerations involved in prosecuting violations of the building codes and ordinances.
  • Modern office practices, methods, and computer equipment and applications related to the work.
  • English usage, grammar, spelling, vocabulary, and punctuation.
  • Techniques for effectively representing the County in contacts with governmental agencies, community groups, various business, professional, educational and regulatory organizations, and with property owners, developers, contractors, and the public.
  • Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and County staff.

Ability to:

Plans Examiner I:
  • Learn and interpret local laws, ordinances, requirements and regulation related to building inspection activities and operations.
  • Learn departmental methods, practices, and procedures.
  • Read and interpret building and construction plans, diagrams, and specifications.
  • Use tact, discretion, initiative and independent judgement within established guidelines.
  • Understand and follow complex oral and written instructions.
  • Establish and maintain accurate logs and records.
  • Perform required mathematical computations with accuracy.
  • Operate modern office equipment including computer equipment and specialized software applications programs.
  • Use English effectively to communicate in person, over the telephone, and in writing.
  • Use tact, initiative, prudence, and independent judgment within general policy and legal guidelines in politically sensitive situations.
  • Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.

Plans Examiner II: (In addition to the above)
  • Collect, interpret and analyze construct documentation and data accurately.
  • Interpret, apply, explain, and ensure compliance with applicable Federal, State, and local laws, rules, regulations, policies, and procedures.
  • Perform complex technical plan reviews without immediate supervision.
  • Make sound, independent decisions within established policy and procedural guidelines.
  • Organize and prioritize a variety of projects and multiple tasks in an effective and timely manner; organize own work, set priorities, and meet critical time deadlines.

Education and Experience:
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be

Plans Examiner I/II: Equivalent to completion of twelfth (12th) grade. Completion of an accredited technical school or college-level program of building inspection, plan review, or closely related field is desirable.

Plans Examiner I: One (1) year of experience in the construction trades or as a designer. Completion of 30 units of college coursework in construction or inspection technologies may substitute for experience. Experience as a plans examiner or building inspector highly desired.

Plans Examiner II: Three (3) years of increasingly responsible experience as a plans examiner or building designer, or two (2) years of experience performing plan review duties in Tuolumne County.

Licenses and Certifications:

Plans Examiner I/II:
  • Possession of a California driver's license and a satisfactory driving record.

Plans Examiner I:
  • Possession of a Plans Examiner Certificate issued by the International Conference of Building Officials, International Code Council, International Association of Plumbing and Mechanical Officials, or National Inspection Testing Certification within one year of employment as required by Health and Safety Code Section 18949.28 (a) .

Plans Examiner II:
  • Possession of a Plans Examiner Certificate issued by the International Conference of Building Officials, International Code Council, International Association of Plumbing and Mechanical Officials, or National Inspection Testing Certification.
  • Possession of either a Plans Examiner or Building Inspector certification issued by the International Conference of Building Officials, International Code Council, International Association of Plumbing and Mechanical Officials, or National Inspection Testing Certification. An associate degree in building technology, architecture or related field or equivalent certification from an accredited college or vocational school may be substituted for one certification.

COMMITMENT TO EMPLOYEE DEVELOPMENT

PAY AND/OR SHIFT DIFFERENTIAL
  • A Road Worker shall receive a twenty-five ($0.25) cent per hour pay differential for each hour assigned to perform as a heavy equipment operator, when that assignment exceeds five (5) hours in any given standard tour of duty.* Employees who work four (4) hours or more in a shift beginning between 8:00 pm and 4:00 am receive a shift differential of $8.00 per shift. *Upon successful completion of 160-hour training program.
  • Social Workers, Social Service Supervisor I/II, Program Managers, and Deputy Directors receive a five (5%) percent salary differential.
  • HCU employees who work between 6:00 pm and 7:00 am receive a shift differential of $3.00 per hour. The shift must start at 2:00 pm or later and applies to hours actually worked between 6:00 pm and 7:00 am.
  • An IT Technician required to return to work or return to work on a day not regularly scheduled and work four (4) hours or more in a shift receive shift differential at the following rates:
    • 3:00 pm to 11:00 pm shift - $6.50 per shift
    • 11:00 pm to 7:00 am shift - $9.00 per shift
  • OE3 employees who work four (4) hours or more in a shift receive shift differential at the following rates:
    • 3:00 pm to 11:00 pm shift - $6.50 per shift
    • 11:00 pm to 7:00 am shift - $9.00 per shift
ON-CALL PAY

Assigned personnel shall receive on-call pay of six dollars and fifteen cents ($6.15) per hour for each hour served on on-call duty. Assigned personnel become ineligible for on-call pay once activated to call back status.

Assigned Animal Control Officers receive on-call pay of two dollars and seventy-five cents ($2.75) per hour from the time they are released from active duty but not before the regular conclusion of shift, until they are back on active duty or the Animal Control workday starts. For each call back, the Animal Control Officers receive overtime pay from the time they leave their home until the time they return to their home or commence their workday.

CALL BACK PAY

Call-back compensation shall be paid for one and one-half (1½) hours at straight-time rates for each call-back occurrence and is in lieu of any travel time and expense to and from home and the first or last work contact point.

UNIFORM ALLOWANCE

Animal Control Officers receive an annual uniform allowance of five hundred dollars ($500.00). Fifty percent (50%) of the allowance is payable during the period of July through December and fifty percent (50%) is payable January through June of each fiscal year.

Fire Prevention Inspectors receive an annual uniform allowance of seven hundred dollars ($700.00). Fifty percent (50%) of the allowance is payable during the period of July through December and fifty percent (50%) is payable January through June of each fiscal year.

An annual uniform allowance of one hundred fifty dollars ($150) each fiscal year paid twice a year in January and July will be provided for the purchase of boots, coats, shirts, hats, uniforms, gloves, gators (snake proof), overalls or coveralls. Items of clothing will reflect the County logo or wording identifying the employee as a County employee. This section applies only to the following classifications: Appraiser, Building Inspector, Environmental Health Specialist, Planner, Solid Waste Technician, Solid Waste Specialist, Junior/Assistant/Associate Engineers, Engineering Technicians, Land Surveyors, Code Compliance Investigators and Agriculture & Air Pollution Inspector.

A uniform allowance of four hundred dollars ($400) per fiscal year paid twice a year July and January each fiscal year will be provided for the purchase of prescription safety glasses, safety boots, a safety coat, shirts with a County seal replica, trousers, hats and gloves.

Employees in the Road Operations Division, Skilled Trades and Maintenance Division who require corrective lenses for the normal execution of their job duties receive reimbursement towards safety glasses every two years.
