PMO Manager

CCL Arabian Solutions (part of the CCL Global group) are working with an International Consultancy to recruit a PMO Manager to head up a new Water treatment project based in in Riyadh; KSA.


As the senior-most Consultant representative you will be responsible for directing, coordinating, and supervising the entire Water Management Office (WMO) team on this major program of works. This role ensures that all TSE-related planning, operations, engineering oversight, asset management, governance, and compliance activities are executed in full alignment with their clients governance frameworks, PMO processes, and strategic objectives.


The WMO Representative acts as the primary interface between the Consultant, the PMO Water Management Director, project departments, external authorities, contractors, and service providers. This role ensures coherent management of the Riyadh TSE system, strategic decision-making, coordinated delivery of Long-Term Planning, Daily O&M Oversight, Governance & Compliance and continuous performance monitoring consistent with international and national standards.


Key Responsibilities:


Leadership, Governance & Strategic Oversight:

  • Provide overall leadership to the WMO team and ensure full alignment with project strategic objectives.
  • Oversee the execution of Long-Term Planning,Daily O&M Oversight, and Governance & Compliance.
  • Establish lines of communication and coordination with PMO WaterManagement Director, RCRC stakeholders, contractors, and consultants.
  • Ensure full adherenceto RCRC policies,workflows, procedural controls,and reporting protocols.
  • Supervise the WMO team’s performance, productivity, and resourceallocation across all
  • functional domains.
  • Provide senior-level advice on asset lifecycle strategy,system expansion, TSE optimization, and sustainability objectives.


Technical & Operational Oversight:

  • Lead and validatelong-term TSE demand planning, hydraulicmodelling reviews, and engineering analyses performed by the WMO technical specialists.
  • Ensure the propersupervision of TSE O&M Contractors, including compliance with
  • SLAs, KPIs, safetystandards, and technical procedures.
  • Direct the resolution of engineering challenges affecting TSE assets,pumping stations, transmission pipelines, reservoirs, and control systems.
  • Provide senior oversighton SCADA integration, digital systems, cybersecurity requirements, and operational readiness.
  • Ensure engineering decisionsand operational recommendations maintain system
  • reliability, safety, and performance.


Compliance, Reporting& Documentation:

  • Ensure all TSE-related activities comply with project governance requirements and PMO processes.
  • Approve and submitWeekly, Monthly, and Quarterly WMO progress reports.
  • Approve the IPC for the TSE Operation contractors.
  • Oversee preparation of the AnnualWork Plan, budgets,variance reports, and rolling forecasts.
  • Ensure documentation control,QA/QC reviews, and traceability of all technical,
  • contractual, and governance documentation.


Stakeholder Coordination & External Interface:

  • Chair weekly, monthlycoordination meetings with TSE O&Mcontractors, consultants, and technical partners.
  • Interface with externalauthorities (NWC, MEWA, SEC, Amana,SWCC, and end users).
  • Lead discussions on system constraints, operational incidents, shutdowns, and inter-agency dependencies.
  • Resolve conflicts, facilitate approvals, remove bottlenecks, and elevate decisions requiring PMO or RCRC leadership input.


Contractual & Administrative Leadership:

  • Issue site instructions, certificate recommendations, and non-binding technicaldirectives.
  • Support procurement and evaluation of TSE-related contractors and service providers.
  • Monitor contractual compliance, variations, payment certificates, and performance claims.
  • Ensure the team maintains accurateregisters for legal compliance, procurement, and authority interactions.


Risk, Safety & Quality Oversight:

  • Ensure all WMO activities complywith QHSE guidelines and Saudi regulatory requirements.
  • Oversee risk assessments, emergency response planning, and mitigation strategies.
  • Approve corrective actionsfor safety incidents, asset failures, engineering anomalies, and system disruptions.


Qualifications &Experience

  • Master’s degree in Engineering, Water Management, Asset Management, or related discipline.
  • 15+ years in water infrastructure planning, TSE/wastewater systems,asset
  • management, or utilityoperations.
  • Proven experience leadingmultidisciplinary teams.
  • Strong background in asset lifecycle planning, hydraulic systems,SCADA governance.
  • Preferred certification: IAM or equivalent.
  • Strong communication, leadership, and stakeholder management skills.
  • English language: Full Professional Proficiency; Arabic is an advantageous.
