JOB SUMMARYSupervise and evaluate police officers and other assigned staff; makes daily policing assignments. Oversees and performs patrol, conducts investigation, enforces traffic regulations and related law enforcement activity functions and duties. Proactively undertakes community-oriented policing by working with and assisting citizens and residents as well as other Town departments, law enforcement agencies, non-law enforcement agencies, and non-governmental organizations. Responds to routine and emergency radio, telephone, computer, and other types of calls for service and incidents. Summons ambulances, fire personnel and/or other law enforcement officers as needed. Prepares, reviews, and approves a variety of reports, forms, and records.ESSENTIAL FUNCTIONSEssential Functions are not intended to be an exhaustive list of all responsibilities, duties, and skills. The duties and responsibilities are subject to change as the needs of the Town and requirements of the position change.Is expected to perform all duties of an SPD police officer as described in the police officer jobdescription.Supervises and evaluates officers, subordinates, and other assigned staff to include their work performance and work product; makes daily policing assignments. Makes plans and gives direction on tactical and safety matters, to include what equipment may be appropriate for different operations and incidents.May develop and approve new appropriate approaches to investigate problems or incidents.Evaluate officers’ arrests and procedures used and determines if arrestee will be detained or jailed, review reports for accuracy, format and completeness, and schedules and conducts meetings and training sessions. Assists in administering department budgets for a supervisor’s particular area of supervision.Works a variety of rotating shifts that includes working weekdays, weekends, holidays, during a variety of scheduled hours (day, swing, and midnight watches). Uses independent judgment in deciding course of actions, patrol areas of operation, controls traffic, investigates accidents, misconduct and crimes, and arrests those suspected of committing crimes or being involved in misconduct.Seeks out and interviews suspects, witnesses, drivers, and bystanders; obtains, compiles, and preserves evidence; prepares cases for filing of charges, testifying in court and related activities.Investigates crimes, situations, and accidents, develop leads and tips, searches scene for clues, measures, and diagrams scene, analyzes and evaluates evidence, and renders assistance.Proactively undertakes community-oriented policing by working with and assisting citizens with such matters as preserving the peace, protecting the public, dealing with locked or stalled vehicles, crime prevention, traffic safety, home protection, or providing information about department policies and procedures as well as police activities.Is responsible for investigating as well as directing and supervising personnel with criminal and administrative investigations. These investigations can and often do involve horrific crimes against people of all ages, backgrounds, cultures, ethnicities, and with some frequency include helping process graphic scenes of violence.Maintain equipment, supplies and facilities. Analyzes and recommends improvements to equipment, supplies and facilities as needed.Coordinate activities with other town officers, exchanges information with officers in other jurisdictions, obtain advice from Town Prosecutor, County Attorney or Court Administrator as needed. Maintain contact with the general public, court officials and other Town officials in the performance of policing activities.Assists in emergency evacuations and situations as needed. May need to physically restrain a person in a hostile situation or to maintain order. Potential for injury and exposure to violent people and personal attack; may be exposed to bodily fluids, infectious disease, and airborne particles and fumes. Is expected to be able to use appropriate levels of force against other persons up to and including lethal force.Performs all work duties and activities in accordance with department and/or Town policies and procedures. Performs all other duties as assigned by their supervisor or management.Works in a safe manner and reports unsafe activity and conditions. Follows Town-wide safety policy and practices and adheres to responsibilities concerning safety prevention, reporting, and monitoring as outlined in the Town’s Health and Safety Manual.Is expected to conduct thorough administrative investigations and personnel complaints as assigned.Develop operational plans for Town and/or special events.Conducts incidents command responsibilities as needed and/or assigned.Conducts briefings, de-briefings, and policing incident reviews.Ensures maintenance and good working order of any assigned equipment as well as equipment assignedto officers under their supervision.Is responsible for assuring appropriate “small unit tactics” occur in accordance with PD policy and best practices.MINIMUM QUALIFICATIONSMeet all applicable minimum qualifications of a police officer, as determined by the Chief of Police, and meet AZ POST certification.Minimum five (5) years law enforcement experience, including experience training police officers.An Associate’s Degree from an accredited college or university in Law Enforcement, Criminal Justice, or a related field, or ability to obtain an Associate degree within a maximum of 18 months from one’s promotion date to sergeant.PREFERRED QUALIFICATIONSExperience in special assignments, collateral duties, or other similar law enforcement duties such as: Field Training Officer, General Instructor, Special Weapons and Tactics, Crisis Negotiation Team, Firearms Instructor, MOTORS (Traffic), Drug Enforcement Agency, Defense Tactics, Crime Scene Team, Public Information Officer, School Resource Officer, Phlebotomist, Accident Investigator, Volunteers in Police Service, or Explorers is strongly preferred.REQUIREMENTSRequires Arizona Police Officer Standards and Training Board (AZ POST) Peace Officer Certification. Also requires the ability to obtain and maintain an Arizona Criminal Justice Information Systems (ACJIS) certification.Ability to obtain an Arizona driver’s license within 10-days of employment and is then required to maintain the Driver’s License throughout period of employment.Ability to obtain all certifications and complete all mandatory training, as determined by the Chief of Police, and must be completed within the timeframe determined by the department.Must adhere to the SPD’s Mission, Vision, Values, and Expectations.Must be able to pass a thorough background investigation in accordance with standards set by the Chief of Police.Maintain a physical fitness level to meet the demands of the job.Candidates cannot have had formal discipline, nor be on or have been on a Performance Improvement Plan (PIP) within the last 12-months. Vehicle accidents that have resulted in formal discipline will be looked at on a case-by-case basis and evaluated for seriousness of the accident.
