Position Summary:

The Policy Analyst monitors, analyzes, and develops policies and procedures that strengthen the Bexar County’s homeless response system and ensure alignment with federal, state, and local requirements. The Policy Analyst will strengthen advocacy efforts on behalf of the Alliance to House Everyone. The Policy Analyst drafts, edits, and maintains all Continuum of Care (CoC) policies and procedures, providing precise analysis and recommendations to guide advocacy, compliance, and system coordination. Additionally, the Policy Analyst supports the Policy and Planning Department through research, communications, and preparing policy materials and presentations that advance Close to Home’s mission and strategic priorities.

This is a highly collaborative role, working closely with teams across the organization and our external partners to ensure a seamless CoC governance experience for the San Antonio/Bexar County community. This role requires high attention to detail, a fast-paced environment, and strong initiative to ensure everyone has a safe place to call home.

Position Details:

The Policy Analyst is a regular, full-time, non-exempt, benefits- eligible position. The annual salary starts at $60,000 with a preferred start date of January 5th, 2026. Close to Home staff can work remotely, but regular in-person meetings are required. This position might have weekend or night hours to accommodate the Lived Expertise Advisory Board and Youth Action Board. The first 90 days of employment are generally office-based to assist with onboarding. Close to Home's main office is located at 4400 S. Piedras, Suite 129, San Antonio, TX 78228. This position requires mostly in-person to accommodate governance meetings with flexibility to work from home on Thursdays and Fridays.

Core Position Objectives:

• Monitor and Interpret Policy Changes: Track and analyze local, state, and federal legislation, regulations, and funding decisions impacting homelessness and housing stability. Provide timely summaries and insights to inform strategic priorities and advocacy.

• Develop, Maintain, and Align CoC Policies and Procedures: Draft, edit, and monitor all CoC policies and procedures to ensure alignment with HUD requirements, local priorities, and best practices across the homeless response system.

• Support Data-Informed Decision Making: Conduct research and policy analysis that identifies trends, implications, and opportunities for system improvement and resource alignment.

• Advance Strategic Advocacy Efforts: Collaborate with internal teams and partners to shape coordinated advocacy efforts that promote system awareness, compliance, and effective CoC decision making.

• Communicate and Educate Effectively: Draft concise policy briefs, reports, and presentations to communicate key findings, policy shifts, and strategic priorities to diverse audiences.

Essential Duties and Responsibilities:

  • Monitors and analyzes local, state, and federal policy developments related to homelessness, housing, behavioral health, and social services.
  • Drafts, edits, and maintains CoC policies, procedures, and governance documents to ensure compliance with HUD regulations and alignment with local strategic priorities.
  • Coordinates policy review and approval processes with CoC governing bodies, including the Board, Alliance, and committees.
  • Develops and maintains a policy and procedure tracking system, ensuring all materials are current, accessible, and accurately stored in OneDrive and the CTH server.
  • Produces policy briefs, memos, and analyses summarizing key developments and their potential impact on CoC operations, partners, and the community.
  • Provides research and analysis to support advocacy strategies, grant applications, system planning, and performance evaluation.
  • Drafts and edits presentations, reports, and communication materials for staff, leadership, and public dissemination.
  • Collaborates with the Director of Policy and Planning, Communications Coordinator, and other departments to align policy development with messaging and implementation strategies.
  • Participates in local and statewide policy discussions, coalitions, and working groups representing CoC and organizational interests.
  • Supports annual policy goal tracking and contributes to the evaluation of system and strategic plan progress.
  • Performs other duties as assigned by the Director of Policy and Planning.

Education and Experience:

Bachelor's degree in human services, public administration, communications, or relevant field strongly preferred. May substitute lived experience for educational requirements.

One (1) year of experience related to housing, homelessness, social services, external relations, administration, or project management.

Knowledge, Skills, and Abilities:

  • Proficiency with the standard Microsoft Office Suite, with intermediate skills in Outlook, Word, PowerPoint, and Excel, as well as zoom and virtual meeting platforms is required.
  • Advanced project and time management skills.
  • Competency in problem-solving and critical/strategic thinking.
  • Experience with administrative work related to a nonprofit Board of Directors is highly preferred.
  • Effective professional communication techniques with a variety of audiences. Considerable time and project management skills.
  • Competency in problem-solving and critical/strategic thinking.
  • Prioritizes and plans personal work activities along with organizational activities. Ability to manage multiple deadlines at once.
  • Uses time efficiently, plans for additional resources, and develops realistic action plans.

Paid Time Off (PTO): Full-time employees immediately accrue PTO upon hire. Accrual rates increase with years of service, and up to 160 hours can be rolled over yearly.

Personal and Family Leave: CTH allows up to 12 weeks of personal or family leave in a rolling 12-month period, including four weeks of paid leave.

Flexibility: CTH allows employees to work in-office or from home daily. However, in-person meetings and on-site presentations are required. General CTH Office Hours of Operation are Monday through Friday, starting from 7:00 a.m. to 9:00 a.m., depending on employee availability and preference. Note: The Policy Analyst role will require some travel for advocacy efforts.

Vehicle/Licenses:

Must have daily use of a vehicle without prior notice. Must maintain current registration and automobile liability insurance in compliance with Texas Law that allows personal vehicle use for work purposes. Mileage reimbursement is provided.

Physical Requirements:

Physical requirements include occasional lifting/carrying of 10 pounds, maneuvering in public spaces, visual acuity, speech and hearing, hand and eye coordination, and manual dexterity necessary to operate a computer keyboard and essential office equipment. Subject to sitting, standing, reaching, walking, twisting, and kneeling to perform the essential functions. Working conditions are primarily inside an office environment or a field environment
