This position is eligible for hybrid or remote work with occasional travel to our Salem office 2-3 times per week. Travel to the Oregon State Capitol is expected during legislative sessions.

This position is housed in the agency’s Government and Community Relations Team within the Director’s Office. The primary purpose of this position is twofold. This position works on agency policy and legislative items; and engages with executive leadership, the State Land Board, the legislature, and other external partners. This position also provides guidance, strategic planning and policy recommendations to executive leadership and managers on legislative proposals, program operations and implementation, and issues concerning the Department’s authorities, responsibilities, and resources. Projects this position is responsible for, or provides support, for can be complex, long-ranging, and sometimes controversial, requiring in-depth, multi-disciplinary expertise to accomplish.
This is a full-time, permanent position in management service (non-supervisory) and not union represented. .

Public Employees Retirement System (PERS)
after 6 months of full-time service.
Earn the initial monthly salary range for this position starting at $6,667- $9,830 for employees new to public service. After 6 months, you will receive a 6.95% increase with 6% going to your PERS retirement.

NOTE: Starting pay is determined by a
pay equity
analysis, which is partly based on the number of years of relevant experience and education.
Much of the work is in a hybrid office setting. Regular attendance in the Salem office is expected for Land Board meetings, when the legislature convenes and for other occasional in person meetings. The successful candidate is expected to be in office an average of two to three days per week, and able to telecommute two to three days per week. In office workdays may increase during legislative session. Overnight stays and/or extended work hours can be expected along with exposure to inclement weather and road conditions.
As our Policy and Legislative Analyst, you will have the opportunity to:
Serve as a subject matter expert on agency policies and operations, ensuring consistent and comprehensive messaging. Respond to inquiries from leadership, management, external partners, and legislators.
Represent the agency at Land Board meetings, the Legislative Assembly, on advisory groups, with Tribal governments and with other partner groups.

Minimum Qualifications- to be considered for this position, please ensure you have one of the following combinations of education and experience:
A bachelor’s degree in business or public administration, natural resource management, finance, political science or related degree demonstrating the capacity for the knowledge and skills; and four years professional-level evaluative, analytical and planning work;
OR
Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the position.
