Overview: We are seeking a talented Contract Full Stack Developer to drive a major evolutionary leap for CCM Patient Connect, our patient engagement and communication platform. We are launching a multi-phase initiative to redesign the platform with a modern UI/UX and integrate cutting-edge AI communication components.

This contract is split into two clear strategic phases:

  • Phase 1 (Discovery & Underpinning): Audit, dissect, and thoroughly understand the existing legacy platform built on C# and .NET.
  • Phase 2 (Redesign & AI Integration): Architect and execute a complete UI/UX modernization of our communication modules (SMS, automated reminders, digital forms) while integrating smart AI-driven features.

Because this platform processes patient communications, HIPAA compliance, BAA constraints, and secure transmission protocols are central to this role. We are open to negotiating either a competitive hourly rate or a fixed-rate, milestone-driven contract.

Key Responsibilities:

  • Legacy Reverse-Engineering: Analyze the existing C#/.NET codebase to understand dependencies, data models, and underlying telephony integrations (e.g., Twilio).
  • UI/UX Modernization & Redesign: Execute a highly responsive frontend redesign for patient-facing portals and clinic dashboards.
  • Compliant AI Implementation: Architect and integrate AI components (e.g., automated form assistance, message routing) using HIPAA-compliant environments like Azure OpenAI Service, ensuring no PHI data is exposed to public training models.
  • Secure Transmission & Telephony: Ensure all communication triggers, webhooks, and third-party SMS payloads (e.g., Twilio) strictly mask sensitive health information to meet HIPAA transmission protocols.
  • Secure Pipelines & DevOps: Optimize GitHub Actions pipelines for automated building, security scanning (SAST/SCA), and seamless deployment to Microsoft Azure.
  • Cloud & Secret Security: Utilize Azure Key Vault and Managed Identities so the application securely pulls credentials at runtime, avoiding any hardcoded secrets.

Requirements & Qualifications:

  • Technical Stack: Deep backend and architectural experience with C# and .NET / .NET Core.
  • HIPAA Compliance Expertise: Strong familiarity with HIPAA compliance, ensuring that any external APIs, telephony systems, or AI integrations strictly isolate and encrypt patient health information (PHI).
  • AI/ML Integration: Hands-on experience integrating AI APIs, LLM endpoints, or smart communication logic into production environments.
  • Modern Frontend/UI Skills: Experience working closely with UI/UX overhauls, building modern, intuitive web interfaces.
  • CI/CD & Source Control: Robust experience with GitHub, automated workflow files (GitHub Actions), and enforcing branch protection guidelines.
  • Cloud Experience: Solid experience with the Microsoft Azure ecosystem, specifically regarding secure app services, resource isolation, and Azure Key Vault.
