We are working with a Western Planning and Engineering Consultancy, based in Dubai. Due to continued growth and securing several new large projects in the UAE and KSA they are looking to hire a Pre Construction Manager.
Core Responsibilities
- Lead the technical planning phase for major buildings construction projects, ensuring that all methodology, logistics, sequencing, and delivery strategies are well-defined and aligned with client requirements.
- Interpret technical documentation (Employer Requirements, specifications, drawings, etc.) to identify scope, interfaces, constraints, and technical risks.
- Develop construction methodologies tailored to project types (e.g. high-rise, mall, infrastructure, enabling works), ensuring buildability, efficiency, and compliance with HSE standards.
- Prepare construction sequencing strategies (2D, 3D, and 4D where applicable) in collaboration with internal teams to visually communicate programme logic and execution plans.
- Develop site logistics strategies including access, haul routes, cranes, hoists, laydown areas, temporary facilities, and welfare arrangements.
- Coordinate temporary works and site setup strategies during pre-construction, ensuring safe, compliant, and cost-efficient solutions are proposed.
- Prepare and coordinate all technical submissions, including methodology narratives, logistics plans, construction sequence diagrams, temporary works approaches, and sustainability measures.
- Interface with design, methods, and planning disciplines to ensure the submissions reflects a fully integrated and buildable approach.
- Identify and communicate construction risks and opportunities, and develop mitigation strategies and value-engineering proposals where relevant.
- Ensure alignment with client and project objectives, including programme milestones, phasing constraints, and operational requirements.
Supporting & Leadership Responsibilities
- Coordinate with commercial and estimating teams (internally or client-side) to ensure that technical solutions align with cost and programme strategies.
- Manage communication with specialist consultants and suppliers to incorporate verified data, construction inputs, and equipment strategies.
- Lead technical review meetings with client, consultant, and project stakeholders.
- Ensure design management coordination, reviewing technical documentation for buildability, temporary works integration, and sequencing compatibility.
- Develop templates and standards for technical submissions, including logistics layouts, narrative structures, and visual presentation formats.
- Provide mentorship and direction to Methods Engineers and VDC Technicians.
- Support continuous improvement of the business' pre-construction workflows, integrating lessons learned, R&D outcomes, and innovative construction approaches into future projects.
- Represent the business professionally in client meetings.
Skills and Qualifications
- BEng/MEng in Civil or Structural Engineering preferred
- Minimum 7 years' experience in construction planning / technical pre-construction roles
- Direct on-site project experience with high-rise and major building projects
- Experience managing the development of 4D simulations and VDC outputs
- Strong communication and coordination skills with site and design team
- Good time management and understanding of project budget and deliverables
