Cambridge Automation is seeking a Pricing Manager / Cost Volume Lead to support complex ISR and C5ISR programs supporting the United States Army, United States Navy, and United States Marine Corps. Lead mission-critical acquisition efforts shaping real-world national security operations.
This is not a back-office role, this is frontline acquisition execution with direct mission impact, high visibility with Government stakeholders, and ownership of real-world outcomes.

POSITION SUMMARY
The Pricing Manager / Cost Volume Lead is responsible for developing, managing, and delivering compliant, competitive, and strategically aligned cost proposals in support of federal government solicitations, with a focus on defense and national security programs.
This role operates at the core of the capture and proposal lifecycle, translating technical and staffing solutions into accurate, defensible, and competitive pricing strategies. The Pricing Manager ensures all cost volumes comply with FAR, DFARS, and solicitation requirements, while supporting win strategies and profitability objectives.
Working closely with the Capture Manager and Proposal Manager, this role is critical to ensuring proposals are both price-to-win and execution-ready.
ESSENTIAL FUNCTIONS
Cost Volume Development & Execution
- Lead development of cost/price volumes from RFP release through submission
- Build detailed pricing models including labor, indirect rates, subcontractor costs, travel, and ODCs
- Develop Basis of Estimate (BOE) narratives and supporting documentation
- Ensure cost proposals are complete, accurate, and aligned with solicitation requirements
Pricing Strategy & Price-to-Win
- Develop and implement price-to-win strategies aligned with competitive positioning
- Conduct pricing analysis, benchmarking, and competitive assessments
- Collaborate with Capture Manager to align pricing with win themes and customer expectations
- Balance competitiveness with financial risk and profitability objectives
Financial Analysis & Cost Modeling
- Perform cost realism, reasonableness, and completeness assessments
- Develop and maintain financial models and pricing tools
- Analyze labor categories, rates, escalation factors, and indirect structures
- Support scenario analysis and sensitivity modeling
Compliance & Regulatory Alignment
- Ensure compliance with FAR, DFARS, CAS (as applicable), and solicitation instructions
- Prepare cost volumes for audit readiness (DCAA, DCMA, internal reviews)
- Maintain pricing documentation, audit trails, and supporting files
- Ensure alignment with approved accounting systems and cost structures
Cross-Functional Coordination
- Collaborate with proposal, capture, finance, contracts, HR, and technical teams
- Coordinate subcontractor pricing inputs and evaluate cost proposals
- Support staffing and labor mapping with HR and program leadership
- Participate in proposal reviews and ensure alignment across volumes
Proposal Support & Continuous Improvement
- Support color team reviews with pricing inputs and recommendations
- Maintain pricing templates, models, and best practices
- Analyze proposal outcomes and identify pricing improvement opportunities
- Contribute to development of scalable pricing and cost estimation processes
SUPERVISORY RESPONSIBILITIES
- May lead pricing teams or cost volume contributors during active proposals
- May mentor pricing analysts or junior staff
- No direct supervisory responsibility required, but functional leadership is expected
MINIMUM QUALIFICATIONS
- Bachelor’s degree in Finance, Accounting, Business, or related field
- 5–12+ years of experience in GovCon pricing, cost estimation, or financial analysis
- Demonstrated experience developing cost volumes for federal proposals
- Strong knowledge of FAR, DFARS, and federal pricing requirements
- Experience with cost modeling, BOEs, and pricing strategies
- U.S. Citizenship required
PREFERRED QUALIFICATIONS
- Experience supporting ISR, C5ISR, cyber, or engineering services programs
- Experience with NAVWAR, NIWC Pacific, Army APG, or similar defense organizations
- Familiarity with DCAA-compliant accounting systems (e.g., Deltek Costpoint)
- Experience with IDIQs, GWACs, and task order pricing
- Active Secret or higher security clearance

COMPENSATION
Salary Range: $100,000 – $170,000+ annually
