Job Description:

POSITION CLASS DEFINITION:

Essential nature of work, degree of difficulty and responsibility.

The work involves responsibility for planning, assigning and supervising major account-keeping activities and independently performing difficult account-keeping functions. Work is performed under general supervision in accordance with outlined policies and procedures allowing for the exercise of independent judgment in planning and carrying out the details of the work. This class differs from that of Senior Account Clerk by the more complex nature of the assignments and the independence allowed in carrying out the work and/or by supervisory responsibilities over subordinate staff. The incumbent does related work as required.

PRIMARY WORK ACTIVITIES:

Typical activities characteristic of the class.

- Plans, assigns, and reviews the maintaining and checking of a wide variety of financial records and reports and instructs employees in the specialized details of the work;

- Oversees and assists in the classification of a complex variety of receipts and expenditures and the distribution of costs according to prescribed codes;

- Directs the audit of varied accounts, claims and records and the preparation of reports;

- Assists in the preparation of annual operating budgets and insures the maintenance of necessary financial controls;

- Compiles, prepares and analyzes a variety of complex financial and statistical records and reports;

- Oversees the receiving and accounting of money in payment for a variety of bills, taxes and related obligations;

- Keys forms, form letters, transcripts, invoices, vouchers, records, payrolls, reports, letters, memoranda;

- Revises, systematizes and installs account-keeping methods and procedures;

- Reconciles ledgers of revenue received with bank statements;

- Conducts correspondence in connection with financial matters;

- May supervise the preparation of purchase orders and the securing of bids from vendors;

- Operates calculator, computer terminal and other related office machines.



Job Qualifications


MINIMUM QUALIFICATIONS:

Education, specialized background, training and experience.


A. Possession of a bachelor's degree in accounting or a closely related field and one (1) year of experience maintaining financial accounts and records by posting figures to appropriate accounts, reconciling debits and credits, processing of payroll, vouchers and bills, or verifying calculations ; OR


B. Completion of sixty (60) semester credit hours which must have included at least 12 credit hours in accounting, math or a closely related field and three (3) years of experience maintaining financial accounts and records by posting figures to appropriate accounts, reconciling debits and credits, processing of payroll, vouchers and bills, or verifying calculations ; OR


C. Graduation from high school or possession of an equivalency diploma and five (5) years of experience maintaining financial accounts and records by posting figures to appropriate accounts, reconciling debits and credits, processing of payroll, vouchers and bills, or verifying calculations; OR


D. An equivalent combination of training and experience as defined by the limits of "A," "B," and "C" above.


NOTE: Your degree or credit hours must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree or credit hours were awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. You may contact the Human Resources Department for a list of acceptable companies who provide this service. You must pay the required evaluation fee.


Positions within the Probation Department:

SPECIAL REQUIREMENT: Per the Criminal Justice Information Services (CJIS) Security Policy, Section 5.12, employees with access, or un-escorted access, to unencrypted FBI CJI (Criminal Justice Information) or access, or un-escorted access, to physically secure locations or controlled areas (during times of CJI processing) must undergo fingerprinting. NOTE: A criminal record does not necessarily disqualify from employment or access, or un-escorted access, to CJI. An individualized determination will be made as to how any conviction would impact suitability to handle access, or un-escorted access, to CJI. Security awareness training shall be required within six (6) months of initial employment and every two (2) years thereafter.

Position within the Health Department:

SPECIAL REQUIREMENTS: Participation in Public Health emergency preparedness drills and responses may be required. Select immunizations may be required at time of appointment or at any time throughout the course of employment according to New York State Department of Health or other oversight agency requirements.
