Parkview Pet Center is a Qatar-based veterinary clinic operating within a highly regulated environment. The organization requires a dedicated PRO/ Government Liaison Officer responsible for all Qatar government documentation, approvals, renewals, and regulatory interactions across the business, including but not limited to clinic, employment, immigration, and company licensing requirements.
Role Summary
The PRO / Government Liaison Officer is the single point of accountability for all Qatar government–related documentation, approvals, permits, renewals, and regulatory compliance for Parkview Pet Center. The role ensures fast execution, error-free submissions, zero missed renewals, and full compliance across immigration, employment, company licensing, and sector-specific regulatory requirements, without operational disruption.
Key Responsibilities
- Execute end-to-end processing of employment entry visas, work visas, renewals, cancellations, and sponsorship transfers in Qatar
- Manage Residence Permit (RP) and Qatar ID (QID) issuance, renewals, amendments, and cancellations
- Coordinate and follow up on medical examinations, fingerprinting, and biometric appointments with MOI-approved centers
- Liaise with Ministry of Interior (MOI) / Immigration for all visas, RP/QID, and sponsorship-related transactions
- Liaise with Ministry of Labour for work permits employment approvals, contracts, and compliance-related submissions
- Liaise with Ministry of Commerce and Industry (MOCI) for company documentation, including Commercial Registration (CR), trade license, establishment card, and related renewals (as applicable)
- Liaise with Ministry of Public Health (MOPH) for healthcare-related approvals, licenses, inspections, and regulatory submissions applicable to veterinary operations
- Liaise with relevant veterinary regulatory authorities and departments for veterinary clinic licensing, permits, approvals, renewals, and compliance requirements
- Handle submissions, renewals, and follow-ups through Hukoomi and other relevant Qatar government portals
- Coordinate with embassies and authorized agencies for document attestations, legalizations, and verifications as required
- Maintain structured trackers for visa, RP/QID expiry dates, employee sponsorship status, professional licenses, veterinary permits, quotas, and compliance deadlines
- Prepare, review, and submit Arabic and English government forms, ensuring accuracy, completeness, and correct sequencing
- Track application statuses, handle government queries, inspections, or rejections, and resolve issues proactively
- Plan renewals well in advance to avoid penalties, service interruptions, or regulatory non-compliance
- Coordinate closely with HR, Payroll, Operations, and Clinical Management for onboarding, offboarding, licensing, and inspection readiness
Compliance & Controls
- Ensure full adherence to Qatar labour law, immigration regulations, MOPH requirements, and veterinary regulatory standards
- Maintain accurate, complete, and audit-ready documentation files for employees, company licenses, and clinical permits
- Handle employee and regulatory documents with strict confidentiality and data protection controls
Qualifications & Experience
- Minimum [3–5 years] of experience as a PRO / Government Relations Officer in Qatar
- Proven experience handling Qatar visa, RP/QID, and sponsorship processes end-to-end
- Strong working knowledge of MOI, Ministry of Labour, MOCI, Hukoomi, and relevant healthcare/veterinary portals
- High documentation accuracy, strong follow-up discipline.
- Language: English and Arabic – both mandatory
