General Definition of Work
Performs intermediate skilled work preparing and assisting with the maintenance of financial records and related
work as apparent or assigned. Work is performed under the general supervision of the Finance Director.

Essential Functions
Prepares requests for quotes, requests for proposals, invitations for bids, construction management solicitations, etc. and all associated documents related to the solicitation and contract process for City supplies, equipment, services, and projects in compliance with City policy and the VA public procurement act
Coordinates bid opening with department managers; analyzes quotations, bids, and proposals for prices and consistency with solicitation requirements and specifications
Purchases from state contracts and other purchasing cooperatives
Issues purchase orders to departments in compliance with the City small purchasing policy
Interprets and ensures consistent application of City policies and procedures relating to accounts payable and purchasing and recommends revision as necessary
Advises department and division personnel on purchasing matters
Maintains authorization lists for local store accounts and master Amazon account
Administers fuel card issuance and payments
Assists accounts payable clerk by processing quick-entry purchase orders for credit cards, local store accounts, and other vendor payments as assigned
Serves as back-up to the overall accounts payable function
Maintains inventory of and orders office supplies and distributes to appropriate Finance personnel
Assists the Director of Finance with collection of delinquent tax accounts
Assists with implementation of POS and payment systems
Serves as back-up to Account Clerk function as needed and available to include receive, receipt, and post payments for City fees, taxes utilities, etc.; count and balance cash drawer, prepare records and deposit information, take deposits to bank
Manages records retention schedules and proper disposal of records in compliance with the Library of VA requirements

Knowledge, Skills and Abilities
General knowledge of generally accepted governmental accounting and procurement terminology, principles, methods, procedures and equipment; general knowledge of routine accounting principles; general knowledge of standard office methods, techniques and procedures, business English, spelling and arithmetic; general knowledge of and ability to operate personal computers, associated hardware, software and peripheral equipment; ability to understand and follow oral and written directions; ability to perform mathematical computations with speed and accuracy; ability to establish and maintain effective working relationships with associates, vendors and the general public.
Education and Experience
Bachelor’s degree from four-year college or university preferred with major in public or business administration, accounting, finance, or related field; two years related experience and/or training in purchasing or finance (public sector preferred); ability to obtain relevant procurement certification; or equivalent combination of education and experience.
Physical Requirements
This work requires the occasional exertion of up to 10 pounds of force; work regularly requires speaking or hearing and using hands to finger, handle or feel, frequently requires sitting and occasionally requires standing, walking, reaching with hands and arms and repetitive motions; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data and observing general surroundings and activities; work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).
