SUMMARY: The Procurement Construction Specialist will work in the Lakeland Area Mass Transit District Finance Department under the general supervision of the Chief Financial Officer and report directly to the Procurement and Contract’s Manager in performing work supporting the construction procurement requirements of the District. The Procurement Construction Specialist Duties include managing the District capital and construction projects including the development and administration of contractual agreements with consulting firms, contractors, private agencies and other government entities on shared capital improvement projects and programs. The Procurement Construction Specialist duties will also include assigned procurement activities such as purchase order creation; vendor surveillance; and ownership of procurement solicitations (including but not limited to Construction; Design Services, and A&E solicitations).

This position is also responsible to ensure that all construction and procurement activities are compliant with all local, State, FTA, FDOT, and industry guidelines.

ESSENTIAL JOB FUNCTIONS/ CAPABILITIES:

· Develop and perform the processes necessary to ensure that all projects are delivered on time, within scope and within budget.

· Lead projects from requirements definition through deployment, identifying schedules, scopes, budget estimations, and implementation plans, including risk mitigation.

· Work with all related parties, both internal and external, on developing and writing project scopes.

· Coordinate internal and external resources to ensure that projects adhere to scope, schedule, and budget.

· Develop and maintain partnerships with third-party resources including but not limited to the City of Lakeland; the County; the TPO; the FTA; and the FDOT.

· Manages, plans, coordinates, and supervise the activities of architects, engineers, contractors, and vendors.

· Ensure that their bidding processes and procedures encourage competition and minimize the cost of goods and services.

· Interface with internal and external stakeholders concerning government procurement and grants.

· Be able to clearly communicate and track the status of their procurement solicitations.

· Meet district objectives for purchasing and ensure that their procurements are in alignment and in compliance with the district’s overall mission and vision.

· Ensures the application of sound project management techniques and process as they relate to facility design and construction.

· Identifies opportunities for cost savings through standardization.

· Performing other procurement duties and activities as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:

· Excellent communication, written, interpersonal and organizational skills. Professional phone and internal business etiquette. Must show a professional level of interpersonal communications skills.

· Must possess thorough knowledge of purchasing procedures and methods.

· Must have knowledge of general laws, rules and regulations of construction procurement, including grant funding requirements (FDOT and FTA preferred).

· Qualified candidates will have excellent interpersonal skills, skilled in computer software packages and skilled in negotiations.

· The successful candidate will have a demonstrated ability to prepare reports concerning purchasing practices, maintain detail records and general purchasing activities. Maintain amicable relations between suppliers and LAMTD personnel.

MINIMUM JOB REQUIREMENTS:

· Education and Training: College degree in a related field (i.e. Project Management, Construction Management, Architecture & Design, Engineering, Procurement, Business Administration).

· Some Transit experience is preferred.

· Ability to read, update, evaluate and maintain construction plans.

· Knowledge of government procurement statutes, regulation, and grant programs

· The successful candidate will have five (5) years’ experience in progressively responsible construction management; project management or procurement work or an equivalent combination of education, training, and experience, with at least three (3) years’ experience.

While performing the duties of this job, the employee is regularly required to talk and hear. This position is very active and requires standing, walking, bending, kneeling, stooping, crouching, crawling and climbing all day. The employee must frequently lift and/or move items of at least 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.

POSITION TYPE/EXPECTED HOURS OF WORK:

This position requires availability to respond to emergencies any time during hours of operation.

TRAVEL:

Travel throughout the county as needed.
