Position Summary
Under the guidance of the Department Manager, the Procurement Engineer is generally responsible for the procurement, materials, and warehouse management of the project department. The role ensures the effective operation of the company’s Quality Management, Environmental Management, and Occupational Health and Safety Management Systems within the department’s scope.

Principal Duties and Responsibilities
- Responsible for preparing the material plan, self-purchase plan, and machine and equipment departure plan as declared to the owner.
- Responsible for the procurement, transportation, customs clearance, inspection, and testing of equipment and materials.
- Organize the entry and departure of necessary machines, tools, and materials according to the mobilization plan.
- Oversee unloading, unpacking inspection, handover, storage, and distribution of materials purchased by the owner.
- Ensure effective operation of the material management system in the project.
- Manage on-site warehouse operations, including material storage, distribution, and maintenance.
- Responsible for the leasing of on-site construction machinery and tools.
- Manage the project department’s own machines and tools according to the company’s management regulations.
- Oversee the recovery and return of construction materials.
- Effectively control the purchase cost of equipment and materials.
- Responsible for cost control and risk prevention in procurement activities.

- Conduct training for department employees and continuously improve overall team competency.
- Complete other tasks assigned by leadership.

EHS (Environment, Health & Safety) Responsibilities
- Ensure all personnel are aware of their responsibility to report unsafe acts and conditions.
- Immediately report all accidents and near-miss incidents as per company and client procedures.
- Ensure all equipment and tools are maintained in good condition and properly inspected by the EHS department.
- Promote safety awareness among team members to achieve continuous improvement in safety performance.
- Ensure proper storage, handling, and usage of construction chemicals in accordance with their MSDS.
- Ensure safe storage of materials, equipment, and tools, and that all activities are performed safely and in compliance with standards.

Job Interactions and Working Relationships
- Coordinate with the site safety officer and engineers to ensure safe stacking and transportation of materials.
- Communicate and coordinate with the contracts department regarding material purchases and related logistics.

Qualifications
- Bachelor’s degree in engineering, Supply Chain Management, or a related field.
- Minimum of 3 years of UAE experience in procurement, material management, or construction project coordination.
- Strong knowledge of procurement procedures, logistics, and supplier management.
- Familiarity with ISO and EHS management systems.
- Excellent communication, negotiation, and organizational skills.
- Proficiency in ERP systems, MS Office, and procurement software tools.
