- Supplier Management: Identifying, evaluating, and selecting potential suppliers and vendors for construction materials and equipment.
- Negotiation & Contracting: Negotiating prices, terms, and contracts to ensure cost efficiency and quality standards are met.
- Purchase Orders (POs): Creating and processing purchase orders, tracking delivery statuses, and expediting urgent requirements.
- Material Planning & Monitoring: Coordinating with engineers and project management to understand material requirements, monitor inventory levels, and prevent stockouts.
- Documentation: Maintaining meticulous records of all transactions, including POs, invoices, Goods Receipt Notes (GRNs), and delivery challans.
Billing Functions
- Quantity Surveying: Preparing and reviewing the Bill of Quantities (BOQ) based on project drawings, specifications, and actual site measurements.
- Invoice Preparation: Generating accurate and timely invoices for clients (interim and final bills) and processing bills from subcontractors and suppliers.
- Verification & Certification: Verifying work done on-site and ensuring all measurements and quantities are certified by authorized representatives before billing.
- Reconciliation: Preparing monthly reconciliation statements for materials and quantities to ensure accuracy and compliance with project budgets and contracts.
- Financial & Statutory Compliance: Ensuring all billing processes adhere to relevant tax regulations (e.g., GST, TDS) and company financial policies.
- Reporting & Dispute Resolution: Generating regular reports on billing status, cash flow, and project progress, and resolving any billing discrepancies or disputes with clients or vendors.
Essential Skills and Qualifications
- Education: A Bachelor's degree in Accounting, Commerce, Finance, or Civil Engineering/Quantity Surveying is typically required.
- Experience: Prior experience (typically 3-7 years) in purchase/procurement and billing within the infrastructure or highway construction industry is a must.
- Technical Skills:
- Proficiency in accounting and ERP software (e.g., Tally, SAP, QuickBooks).
- Strong knowledge of MS Excel and data analysis tools.
- Understanding of construction contracts, BOQ, rate analysis, and relevant Indian Standards (IS codes).
- Soft Skills: Strong analytical, communication, negotiation, and problem-solving skills are crucial for coordinating with various stakeholders and managing financial transactions.
