Role Purpose
Proficient in managing the full procurement cycle of construction materials, subcontract packages, and specialist systems for complex projects, ensuring optimal cost, quality, compliance, and delivery timelines. The role requires architectural or civil engineering background, strong technical and commercial understanding, close coordination with engineering, planning, and project teams, and the ability to manage procurement activities across multiple projects concurrently
Key Responsibilities
- Procurement Execution
- Execute end-to-end procurement for materials, equipment, manpower and subcontract packages for complex projects.
- Prepare and implement procurement plans aligned with project schedules.
- Manage procurement activities across multiple projects simultaneously while maintaining delivery timelines.
- Supplier & Subcontractor Management
- Identify, prequalify, and manage suppliers and subcontractors in accordance with company procedures.
- Issue RFQs/RFPs and manage technical and commercial clarifications.
- Technical & Commercial Evaluation
- Review technical submissions in coordination with engineering teams.
- Prepare detailed technical and commercial comparison and evaluation reports.
- Conduct commercial negotiations to achieve best value while ensuring compliance.
- Contracting & Documentation
- Prepare and issue Purchase Orders and Subcontract Agreements using approved templates.
- Ensure contractual clarity on scope, delivery schedules, warranties, penalties, and payment terms.
- Maintain complete, accurate, and audit-ready procurement records.
- Coordination & Risk Control
- Coordinate closely with engineering, planning, site, contracts, and finance teams.
- Identify procurement-related risks and propose mitigation measures.
- Support cost control objectives and ensure budget compliance.
Technical Skills & Competencies
- Technical Knowledge
- Strong understanding of construction materials, systems, and subcontract scopes for complex projects.
- Ability to interpret drawings, specifications, BOQs, and contract documents.
- Experience with long-lead and specialist items (façade works, specialist finishes, high-spec systems, etc….).
- Commercial & Contractual Skills
- Strong negotiation and commercial evaluation capability.
- Knowledge of contract terms, warranties, penalties, and procurement risk management.
- Ability to support cost control and value optimization initiatives.
- Systems & Tools
- Proficiency in ERP systems (SAP, Oracle, or equivalent).
- Advanced MS Excel skills for cost analysis and bid comparisons.
- Familiarity with procurement tracking and document control systems.

Preferred Experience
- Bachelor’s degree in architectural engineering or civil engineering.
- 7–10 years of experience in Procurement Engineer role.
- Experience with Grade A main contractors.
- Proven background in complex or mega projects (healthcare, infrastructure, high-rise, industrial).
- Strong familiarity with the Saudi construction market and supply chain
