Procurement Manager

AYAT Development is looking for a motivated and focused Procurement Engineer to join our dynamic team, where the focus is on sourcing materials, subcontractors, and services necessary for construction projects with a developer background, and ensuring their timely and cost-effective delivery.


Key Responsibilities:

  • Develop and implement procurement strategies aligned with company objectives, project timelines, and budget requirements.
  • Lead and manage the procurement department, ensuring efficient coordination of procurement activities across all projects.
  • Oversee sourcing, prequalification, and evaluation of suppliers, subcontractors, and service providers based on quality, pricing, technical capability, and delivery performance.
  • Review project specifications, BOQs, drawings, and technical requirements to determine procurement needs and purchasing priorities.
  • Manage the preparation, issuance, and evaluation of RFQs, tenders, and supplier quotations.
  • Conduct technical and commercial analysis of vendor proposals and provide recommendations to management.
  • Negotiate contracts, pricing, payment terms, delivery schedules, warranties, and framework agreements to achieve the best commercial value.
  • Approve and monitor Purchase Orders (POs), subcontract agreements, and procurement documentation.
  • Ensure timely procurement and delivery of materials, equipment, and services in accordance with project schedules.
  • Coordinate closely with engineering, planning, finance, estimation, warehouse, and construction teams to ensure procurement activities support operational requirements.
  • Monitor inventory levels and material consumption to avoid shortages, delays, and excess stock.
  • Manage logistics, customs clearance, transportation, and supplier coordination to ensure smooth material flow to project sites.
  •  Establish and maintain strong relationships with key suppliers and subcontractors to secure long-term strategic partnerships.
  • Evaluate supplier performance regularly and implement vendor performance improvement initiatives.
  • Ensure compliance with company procurement policies, contractual obligations, ethical procurement standards, and applicable regulations.
  • Identify opportunities for cost savings, value engineering, and process optimization without compromising quality or project timelines.
  • Support tendering and preconstruction teams by providing procurement budgets, market pricing, lead times, and supplier recommendations during bid stages.
  • Analyze market trends, material pricing fluctuations, and industry developments to support informed procurement decisions.
  • Prepare procurement reports, cost analyses, procurement schedules, and KPI reports for senior management review.
  • Lead risk management initiatives related to procurement, supplier dependency, material shortages, and supply chain disruptions.
  • Ensure all procurement records, contracts, vendor databases, submittals, and documentation are accurately maintained and updated.
  • Mentor and develop procurement staff to enhance team performance and professional growth.


Qualifications:


  • Bachelor’s degree in Engineering.
  • Professional certifications such as CIPS, PMP, or equivalent are an advantage.
  • Strong knowledge of procurement management, supply chain operations, contract administration, and construction materials.
  • Excellent negotiation, leadership, communication, and stakeholder management skills.
  • Strong analytical, commercial, and problem-solving abilities.
  • Proficiency in procurement software, ERP systems, and Microsoft Office applications.
  • Sound understanding of legal, ethical, and contractual procurement practices.
  • Ability to manage multiple projects and procurement packages simultaneously.
  • Strong organizational skills with attention to detail and accuracy.


Requirements:

  • Experience: Minimum 10 years of procurement experience in the construction industry, including at least 3–5 years in a managerial role.
  • UAE/GCC construction market experience is preferred.
  • Strong network of suppliers, subcontractors, and vendors within the UAE market is an advantage.
