Job Summary

We are seeking an experienced Procurement Manager to establish, lead, and optimize the procurement function for a leading real estate development company. The successful candidate will be responsible for developing procurement strategies, managing supplier relationships, overseeing tendering processes, and ensuring the timely acquisition of goods and services at the best quality and cost.

Key Responsibilities

Procurement Strategy & Governance

  • Develop and implement a comprehensive plan to establish and operate the Procurement Department from inception through full operational maturity.
  • Develop, review, and enhance procurement policies, procedures, templates, and governance frameworks.
  • Contribute to the development of operational plans and procurement programs aligned with company objectives.
  • Establish procurement performance metrics and monitor departmental effectiveness.

Procurement Operations

  • Oversee all daily procurement activities, including supplier evaluation and selection, RFQs, tendering, bid opening, purchase order management, and delivery follow-up.
  • Ensure procurement requirements are fulfilled on time, within budget, and according to required specifications and quality standards.
  • Build and maintain a database of frequently purchased materials, supplier pricing, and procurement records.
  • Monitor procurement budgets and support cost optimization initiatives.

Tendering & Contract Management

  • Prepare and review tender conditions, evaluation criteria, performance guarantees, and penalty clauses.
  • Manage tender announcements, supplier communications, bid submissions, and tender administration.
  • Participate in bid opening committees and conduct technical and commercial evaluations.
  • Analyze and compare supplier proposals and recommend the most suitable options in accordance with company policies.
  • Lead negotiations and contract discussions with suppliers and service providers.

Supplier Relationship Management

  • Develop and maintain strong relationships with suppliers and strategic partners.
  • Expand and manage a qualified supplier network.
  • Evaluate supplier performance, pricing, and service quality, and provide recommendations to senior management.

Reporting & Leadership

  • Prepare procurement reports, analyses, and recommendations for senior management.
  • Monitor procurement costs, market trends, and supplier performance.
  • Lead, mentor, and develop the procurement team.
  • Ensure effective coordination with internal stakeholders and external partners.

Additional Responsibilities

  • Perform any other duties assigned by management within the scope of the role.

Qualifications

  • Bachelor's Degree in Business Administration, Civil Engineering, or a related field.
  • Professional procurement certifications are an advantage.

Experience

  • 8–10 years of experience in Procurement, preferably within Real Estate Development and Project Management environments.
  • Proven experience in procurement department setup, tender management, supplier negotiations, and contract administration.

Required Competencies

Technical Competencies

  • Strong knowledge of procurement management systems and contract administration.
  • Experience in procurement planning and sourcing strategies.
  • Understanding of ERP systems and procurement automation tools.

Leadership Competencies

  • Strong decision-making and analytical skills.
  • Ability to present reports and recommendations to executive management.
  • Proven team leadership and people management capabilities.

Skills

  • Fluency in both Arabic and English.
  • Excellent negotiation and communication skills.
  • Strong follow-up, execution, and organizational abilities.
  • Ability to work in a fast-paced project-driven environment.
