Job Summary
We are seeking a highly resourceful, result-oriented Procurement Market Specialist / Supervisor with extensive experience in both the civil construction and Oil & Gas services sectors inside Kuwait to join our lean, highly efficient country team. Reporting directly to the Country Manager, the successful candidate will serve as the core bridge between Chinese enterprise management, local subcontractors, and top-tier industrial suppliers. You will take full ownership of local sourcing, material procurement, and critical compliance approvals with Kuwaiti ministries and state-owned oil companies (KOC, KNPC, KIPIC). This role requires an autonomous, technically grounded "all-rounder" who thrives in a flat organizational structure, understands the cost-conscious mindset of Chinese contractors, and possesses an immediate transferable Article 18 commercial visa to hit the ground running.
Key Responsibilities
1. Kuwait Local Sourcing & Vendor Onboarding
- Leverage existing local networks to quickly source, pre-qualify, and onboard Kuwait-based subcontractors (Civil, MEP) and specialized Oil & Gas service providers.
- Monitor price trends, availability, and lead times of construction materials, heavy equipment leasing, and specialized oilfield consumables/equipment.
- Implement strict cost-control measures and prepare professional Procurement Comparison Tables aligned with corporate budgetary requirements.
2. K-Companies & Ministerial Compliance
- Ensure all procured materials, equipment, and subcontracts comply strictly with Kuwait government standards (MPW, MEW) and state oil sector requirements (KPC, KOC, KNPC, KIPIC).
- Facilitate K-Companies approved vendor registration, material submittal approvals, and qualification processes for the company's oilfield service business.
- Coordinate with logistics partners to handle Kuwait General Administration of Customs procedures, ensuring smooth site deliveries for both construction sites and oilfield stations.
3. End-to-End Procurement & "All-Rounder" Execution
- Manage the full procurement lifecycle: preparing RFQs/Tenders, conducting commercial evaluations, leading price negotiations, and drafting localized subcontract agreements.
- Since this is a highly efficient, lean team, the candidate must act as an "All-rounder", managing both office procurement administration and hands-on field sourcing/site coordination.
Job Requirements (Crucial Selection Criteria)
1. Crucial Kuwait Local Experience (Construction or Oil & Gas)
- Min. 3 years (Specialist) or 5 years (Supervisor) of hands-on procurement experience inside Kuwait, with a strong background in both general construction and Oil & Gas/Petrochemical projects.
- Must have an established, active network of local Kuwaiti suppliers and subcontractors approved by KOC/KNPC/MPW.
- Proven track record in handling material approvals and vendor registrations with Kuwaiti ministries and K-companies.
2. Chinese Enterprise Background (Significant Advantage / Highly Preferred)
- Prior working experience within Chinese General Contractors or Oilfield Service Companies (e.g., CSCEC, CCCC, CHEC, SINOPEC/SEG, CPECC, CPP, CPEC, etc.) inside Kuwait is a major plus.
- Deep understanding of Chinese corporate working culture, internal approval workflows, fast-paced execution, and cost-efficiency mindsets.
- Comfortable working in a flat, fast-decision-making multinational environment.
3. Core Competencies & Skills
- Visa & License: Must possess a valid Kuwait Driving License and a transferable Article 18 visa (with NOC/Release readily available from the current employer).
- Language: Fluent in English (mandatory for commercial contracts). Working knowledge of Mandarin (Chinese) is a significant advantage for internal reporting. Fluency in Arabic is a strong asset for local negotiations and ministry/KOC interfacing.
- Strong negotiation skills, self-driven personality, and ability to work independently under pressure without heavy corporate supervision.
