The Procurement Officer is responsible for sourcing and purchasing materials, equipment, and services to support the company's marine and offshore operations. This role ensures the timely procurement of goods and services at the best possible price while maintaining quality, safety, and compliance with project, maritime industry, and international trade standards, including Incoterms.

Job Responsibilities:
  • Develop and implement procurement strategies tailored for marine and offshore projects to optimize efficiency, cost control, and delivery timelines.

  • Source, evaluate, and engage with marine equipment and offshore service suppliers to support vessel, rig, and workshop operations.

  • Negotiate contracts and pricing with marine suppliers and service providers while ensuring clear definition and application of Incoterms (e.g., FOB, CIF, CFR, DAP) in all international purchase agreements.

  • Monitor and maintain optimal stock levels of marine and offshore consumables, spare parts, and safety equipment to prevent operational delays.

  • Review, evaluate, and approve specifications and bid requirements related to marine systems, offshore assets, logistics routes, and trade terms.

  • Ensure procurement compliance within international maritime standards, Incoterm-based trade rules, company policies, and HSE protocols.

  • Liaise closely with project, technical, logistics, and finance teams to ensure accurate incoterm selection, proper shipping documentation, and compliance with import/export regulations.

  • Maintain accurate procurement records, including purchase orders, quotations, shipping documents, and supplier performance metrics aligned with Incoterm responsibilities.

Requirements:
  • Bachelor's degree in Supply Chain Management, Marine Engineering, Business Administration, or a related field.

  • Minimum 3-5 years of experience in procurement within the marine, offshore, oil & gas, or shipyard industries.

  • Demonstrated experience in applying Incoterms for international shipping, freight contracting, and risk management.

  • Proven ability to manage suppliers for marine spare parts, vessel consumables, and offshore equipment.

  • Strong negotiation and vendor management skills, particularly with global logistics partners and marine supply companies.

  • Excellent analytical, coordination, and problem-solving abilities with a thorough understanding of procurement documentation and international trade compliance.

  • Proficient in ERP systems (e.g., Oracle, SAP) and familiar with standard marine procurement software.

  • Knowledge of marine regulations, classification society standards, and trade documentation (BL, COO, commercial invoices).

  • Strong interpersonal and communication skills with the ability to collaborate across marine, logistics, and legal departments effectively.
