This position is exempt from WV Division of Personnel Rules (At will employee).

Nature of Work: The Procurement Officer (PO) obtains both goods and services in accordance with state purchasing procedures and regulations for the West Virginia Conservation Agency (WVCA). This includes specification writing and monitoring of requests for proposals or quotes, P-card purchases, and other procurement types. The PO maintains WVCA uniform stock, provides inventory management, assists with records retention, and aids in disposition of surplus property. The PO subscribes to the National Institute of Government Purchasing (NIGP) code of ethics. The PO performs other duties as assigned.

Work Conditions This position operates in an indoor office environment. Limited travel is required with minimal overnight stays.

Responsibilities:

· Reviews purchase requests, determines and advises staff of requirements of the requisition within an established and assigned timeframe for commodities, services and construction contracts.

  • Assists with sourcing purchases through market research and determining methods of procurement to determine the most cost effective and feasible types of goods and services.

· Prepares/establishes objective specifications and timelines for all items to be purchased or services needed for commodities and/or construction projects.

  • Prepares necessary requirements/special procedures of construction contracts throughout procurement process.

· Checks requisitions for accuracy, completeness, and clarity; makes corrections and adds information needed in purchase orders.

  • Inspect commodities and reviews services provided to assure conformity to specifications.
  • Reviews bids and awards purchase order to appropriate responsible bidder.
  • Monitors and maintains awarded contracts during the term of the contract to ensure compliance.
  • Establishes and/or maintains a system to conform to the statutes of the State rules and regulations.
  • Maintains contact with agency purchasers/vendors to resolve problems in an expediate time frame.
  • Prepare technical and/or statistical reports on a quarterly and as needed basis.
  • Prepares informational reports in WV OASIS.
  • Maintains and assists with inventory control system, records retention, and disposal system.
  • Maintains and reconciles monthly P-card.

Knowledge, Skills and Abilities:

  • Knowledge of the State purchasing laws, rules and regulations.
  • Knowledge of purchase requisitions/orders, bidding procedures, special authorizations, and sources of supply to secure various volumes of goods and services.
  • Ability to gather and analyze technical data, understand process to determine standards and specifications relating to highly complex construction projects.
  • Ability to communicate both orally and in writing.
  • Ability to establish and maintain a professional working relationship with partnering federal/state agencies and the public.
  • Skilled in Microsoft Office Suite.
  • Knowledge of records retention, inventory control and disposal procedures

Minimum Qualifications:

Education: Bachelor’s degree from an accredited college or university with a major in business administration, public administration, accounting, statistics, economics, finance, public policy analysis, or related field.
Experience: Three (3) year full-time paid experience in state purchasing, volume purchasing, property control, specification writing, product analysis, or related field.
Education Substitution: Associate degree from an accredited college or university in a related field and two (2) years of full-time paid experience in state purchasing, volume purchasing, property control, specification writing, or product analysis, or related field. The Education Substitution years of experience must be in addition to the required Experience.
Experience Substitution: None

Preference:

Construction contract procurement experience.

Additional Requirements:

· Dependable transportation and valid driver’s license.

· Physical ability to lift and maneuver 40 lbs.

· Pre-employment drug and alcohol testing.

· Pre-employment law enforcement background investigation.
