Role Purpose
The Procurement Section Head is responsible for leading the procurement function to ensure cost-effective, timely, and compliant sourcing of goods and services, while managing suppliers, supervising the procurement team, and aligning procurement strategies with business objectives.
Key Responsibilities
Strategic & Operational Procurement

Develop and implement procurement strategies aligned with company goals.

Lead sourcing, negotiation, and contracting activities to optimize cost, quality, and delivery.

Ensure compliance with procurement policies, internal controls, and regulatory requirements.

Manage end-to-end procurement cycle (RFQ/RFP, supplier evaluation, PO issuance, contract management).
Supplier & Contract Management

Build and maintain strong relationships with key suppliers.

Conduct supplier performance evaluations (cost, quality, delivery, service).
-
Negotiate contracts, payment terms, SLAs, and framework agreements.

Identify and mitigate supply risks and dependency issues.
Team Leadership & Development

Supervise, coach, and develop procurement supervisors/officers.

Allocate workload, set objectives, and monitor performance.
-
Promote ethical procurement practices and strong governance within the team.

Support succession planning and team capability building.
Stakeholder Management

Act as the main procurement point of contact for internal stakeholders (Finance, Operations, Legal, Supply Chain).

Challenge non-compliant requests and ensure adherence to approved processes.

Support cross-functional projects and business initiatives.
Cost Control & Performance Management

Deliver cost savings and value improvement initiatives.

Track procurement KPIs (savings, lead time, supplier performance, compliance).

Prepare regular procurement reports for management.
Process Improvement & Systems

Improve procurement policies, procedures, and workflows.

Ensure effective use of ERP/procurement systems.

Support audits and internal/external reviews.
Key Qualifications
Education
-
Bachelors degree in Business Administration, Supply Chain, Procurement, or related field.

Professional certifications (CIPS, CPSM) are a plus.

SAP User is Mandetory
Experience
-
7–10 years of procurement experience.
-
3+ years in a supervisory or section head role.
-
Experience managing strategic suppliers and contracts.
