Procurement Senior Officer

The Procurement Senior Officer is tasked with overseeing procurement activities and requirements across GDMO. This role involves providing support in the procurement process, aiding the procurement team in sourcing, negotiating, and managing supplier relationships. Your responsibilities encompass various tasks aimed at ensuring cost-effective and efficient procurement operations. Additionally, the Procurement Senior Officer is responsible for collaborating with the Legal Specialist in developing contracts and managing maintenance and supplies for GDMO offices. The ideal candidate will demonstrate strong teamwork skills and perform duties in alignment with relevant business policies and procedures

Key Accountabilities


General Responsibilities


· Work collaboratively with Directors/Heads/Managers across GDMO, to support them in their procurement needs, ensuring clear processes, communication and guidance is provided

  • Provide metrics and supporting documents to the Administration and Procurement Manager to assist with producing monthly KPI reports
  • Conduct market research to monitor pricing trends and supplier performance

Participate in cost-saving initiatives and procurement process improvements


Procurement


  • Collaborate with Directors, Heads, and Managers across GDMO to comprehend their procurement needs.
  • Support them by presenting preferred and alternative supplier options to fulfill requirements.
  • Aid in identifying and evaluating potential suppliers.
  • Ensure compliance with procurement policies and procedures throughout the procurement process.
  • Identify suitable suppliers for required products and services.
  • Issue purchase orders and contracts for approved purchases.
  • Maintain accurate procurement records and documentation.
  • Coordinate with cross-functional teams to gather procurement requirements.
  • Assist in supplier negotiations and contract discussions under supervision.
  • Monitor goods and services delivery for timely receipt.
  • Handle routine supplier inquiries and address operational issues.
  • Contribute to developing and maintaining supplier relations.

Manage ongoing procurement needs and less complex requirements from GDMO departments


Contracting and Reporting


  • Collaborate with Government Legal/Legal Specialist to develop new contracts and receive approval to initiate the contracting process
  • Fulfil any requests to review terms, amend contracts or extend/renew contracts
  • Prepare reports and data analysis related to procurement activities

Produce regular reports on supplier/contract performance against agreed measures, which both monitor progress and enable effective decision-making.


Qualifications


Experience Required


Functional Experience


  • A minimum of 3 years of relevant experience in a similar role


Leadership/Supervisory


  • A minimum of 3 years working in a team


Education and Qualification Required


·· Bachelor's degree in Business, Supply Chain Management, Procurement, or a related field

Additional Qualifications: Certification in procurement or supply chain management, such as the Certified Professional in Supply Management (CPSM) or Certified Purchasing Manager (CPM)

  • Procurement lead time: On-time development of contracts within agreed timelines (%)
  • Procurement lead time: Contract negotiation within agreed timelines (%)
  • Updated and documented contracts (%)

Satisfaction rating of suppliers [from Directors/Senior Managers/Managers] (% or NPS score)
