Job Title: Procurement Specialist

Salary: $50,000 – $67,000
Position Summary
Mountain State ESC is seeking a detail-oriented and knowledgeable Procurement Specialist to support Mountain State ESC, member districts, and educational entities in the compliant and efficient acquisition of complex goods and services, as well as reviewing proposals and bids, legal and financial requirements. This shared service role will ensure procurement activities align with West Virginia Code, WVDE Policy 8200, and applicable federal, state, and local regulations.
Key Responsibilities
- Prepare and issue requests for Proposals (RIF’s), Invitations to bid (ITB’s), and other solicitation documents. Supervise and perform specification writing, complex bidding procedures, bid evaluations, vendor selections, and prepare award recommendations.
- Ensure all procurement documents meet the standards outlined in WVDE Policy 8200 and W.Va. Code ss5-22-1, 5A-3-37, 5G-1-1 er seq.
- Conduct competitive bidding processes, including advertising, vendor outreach, bid opening, and evaluation.
- Facilitate contract award and execution in compliance with applicable laws and internal policies.
- Maintain documentation for transparency and audit readiness.
- Monitor procurement activities to ensure adherence to WVDE Policy 8200, including safeguarding, disposal, and recordkeeping of purchased goods and services.
- Advise participation entities on the most restrictive procurement guidelines when state and local policies differ.
- Maintain approved vendor lists and ensure vendors are registered with the WV Secretary of the State when required.
- Develop favorable working relationships with the business community to generate new sources of supply and to provide maximum participation in the competitive bidding process. Use the buying power to procure capabilities to coordinate cooperative purchasing and technical assistance to other entities
- Ensure contracts include clear vendor responsibilities and whistleblower protections as outlined in revised Policy 8200.
- Provide training and technical assistance to ESC member districts on procurement best practices.
- Consult with buyers and administration officials to resolve questions concerning procedures and to assist with purchasing decisions.
- Review product lines with sales representatives to keep abreast of product changes and knowledge that may be beneficial to cooperative users.
- Serve as a resource for interpreting procurement laws and policies.
- Demonstrate an unbiased attitude in fulfilling administrative responsibilities.
- Other duties as assigned by Mountain State ESC Executive Director.
Qualifications
- Bachelor’s Degree in Business Administration, Public Administration, Accounting, or related field.
- Minimum 3 years’ experience in public sector procurement, preferably in education.
- Knowledge of WVDE Policy 8200, WV Code procurement statutes, and federal procurement guidelines.
- Strong organizational, communication, and analytical skills.
- Proficiency in Microsoft Office and procurement software platforms.
- Ability to communicate effectively through oral and written media on a wide range of subjects.
- Excellent ability to write clear proposals, bid specifications for all types of goods.
- Ability to present oneself effectively and professionally.
- Considerable skill in dealing effectively with program users and supplier representatives.
- Skill in analyzing requests for proposals and bid quotations.
- Ability to make recommendations concerning the awarding contracts.
Preferred Qualifications
- Certified Public Procurement Officer (CPPO) or Certified Profession Public Buyer (CPPB).
- Experience working with educational service cooperatives or public sector procurement
Work Location
- This is a shared service role requiring collaboration across multiple districts and agencies, including but not limited to colleges and universities, cities and municipalities, state and local government, and any other non-profit organization. The work location she be at 501 22nd street, Dunbar, WV 25064. Occasional travel within West Virginia may be required.
