The United States District Court for the Western District of Washington is seeking a highly-qualified Procurement Specialist to join its consolidated Administrative Services team, which provides support in the areas of purchasing, budget, accounts payable, human resources, facilities, and logistics management. Administrative Services serves the U.S. District Court staff of 240 people, including federal judges, chambers staff, clerk’s office staff, and probation and pretrial services officers and staff district-wide. This position reports directly to the Budget & Procurement Administrator.

This position is located at the Federal Courthouse in Seattle, Washington. This position requires in-office coverage in the Courthouse; however, the Court has a telework policy that allows for remote work at the supervisor’s discretion. The selected candidate must be willing and able to report on site whenever directed.

REPRESENTATIVE DUTIES

  • Work with judges, court, and professional staff at all levels to gather requirements and ensure requests for goods and services adhere to Judiciary budgetary and procurement guidelines.
  • Research and evaluate suppliers based on a variety of established criteria. Maintain lists of vendors and sources of supply for goods and services.
  • Solicit, evaluate, negotiate, and award contracts to vendors to procure products, logistical services, IT software and equipment, and facilities maintenance, furniture and equipment.
  • Record obligations and reconcile and record invoice payments in the accounting system with purchase orders and payment vouchers.
  • Administer procurements and vendor contracts by monitoring performance, reviewing and verifying invoices prior to payment, and assuring compliance with the terms and conditions of contracts.
  • Work with judges and court staff to purchase supplies, equipment, miscellaneous services and furnishings via purchase card and open competitions.
  • Ensure adherence to all applicable guidelines on contracting, property, and purchasing practices.

QUALIFICATIONS

  • Experience with Windows operating systems in an enterprise environment (≥100 users)
  • Strong analytical, troubleshooting, and problem-solving skills
  • Excellent written and verbal communication skills
  • Excellent teamwork and interpersonal skills to contribute positively to team dynamics
  • Strong customer service skills and ability to deal with a wide variety of people tactfully and courteously;
  • Ability to use independent judgment;

PREFERRED QUALIFICATIONS

Everything listed on the basic qualifications plus the qualifications below:

  • Bachelor’s degree in Business Administration, Accounting, or related field
  • 5+ years of federal experience in procurement, acquisition, or resource management
  • Prior experience leading procurements from pre-award to post-award
  • Demonstrated ability to manage multiple projects and priorities in a fast-paced environment

Pay: $67,136.00 - $130,821.00 per year
