JOB SUMMARY

Under general direction of the Purchasing Manager, Procurement Specialist II performs general and complex procurement functions and applies principles of competitive solicitation for city departments. Facilitates with monitoring overcrowding the City adherence to established policies and statues. Purchases standard and nonstandard off the shelf items and materials for the warehouse and print shop.

PRINCIPAL DUTIES AND RESPONSIBILITIES

Essential duties and responsibilities may include, but are not limited to, the following:

  • Manages comprehensive formal procurement functions for the City through coordination across departments.
  • Makes decisions regarding the appropriate procurement methods for the solicitation of goods and/or services.
  • Manages and executes the activities of solicitation processes to included, but not limited to, Request for Proposals, Request for Qualifications, and Invitations for Bids. Coordinates with all departments to review and create specifications.
  • Reviews and creates bid packets and proposals for advertisement; oversees evaluation processes of all solicitations.
  • Manages the City’s contract management processes to ensure compliance and the timely acquisition of goods and services; ensures the coordination with Legal Services for the inclusion of all necessary terms and conditions within binding documents produced.
  • Assists and advises City departments regarding purchasing, procurement, and related processes, responds to various questions and requests for information.
  • Prepares, processes, and reviews purchase orders and requests for proper format, punctuation, spelling, and grammar.
  • Oversees purchase orders and proper records retention of documents.
  • Prepares, develops, and manages operations reports.
  • Ensures compliance with all internal policies and procedures, the State of Texas and Federal requirements.
  • Research products and methodologies; searches internet sites and catalogs for products and pricing.
  • Oversees online auction surplus/ oversees the auction process to include preparing item listings, uploading pictures, answering questions from bidders, and marking items as picked up; oversees disposal of surplus items that did not sell.
  • Answers email and phone calls from vendors and City staff regarding procurement.
  • Serves as a Program administrator for procurement cards and accounts; adds and deletes new employees; orders procurement cards for departments; increases and lowers weekly spending balances as needed.

PHYSICAL AND ENVIRONMENTAL CONDITIONS

Work is performed in a standard office and warehouse environment. May be required to lift, push, and pull objects.


REQUIRED QUALIFICATIONS

  • Bachelor’s degree in accounting or related field AND four (4) years of experience in procurement or accounting; OR an equivalent combination of education, training, and experience.
  • Must possess a Certified Texas Contract Developer (CTCD) Certification or obtain in one year of hire and a Certified Texas Contract Manager (CTCM) Certification or obtain in three years of hire.
  • Laws, regulations, office procedures, and records management.
  • Print shop operations, production, and equipment maintenance.
  • Operating printing equipment (printer, copier, paper drill, perforation machine).
  • Multitasking and meeting deadlines.
  • Data entry, record-keeping, and reporting.
  • Microsoft Office applications.
  • Effective verbal and written communication.
  • A valid State driver’s license is required.
