E-AIM, a trusted provider of professional and technical services to Federal agencies, is seeking an experienced Procurement Specialist to support federal procurement and contracting activities onsite for the U.S. Court of Appeals for the Federal Circuit. The specialist will support acquisition actions from initiation through closeout, ensure compliance with judiciary policies and appropriations law, and maintain accurate procurement documentation and reporting.

Location: Washington, DC | Contingent on award
Clearance/Suitability: U.S. Citizen; Active Secret clearance preferred

What you’ll do

  • Purchase supplies, equipment, and services; process purchase orders using the judiciary financial management system.
  • Manage contracts from initiation through closeout, including modifications and deobligations.
  • Review agreements/contracts prior to execution and recommend revisions prior to signature.
  • Prepare RFQs/RFPs/RFIs and support proper posting and processing in accordance with applicable policies.
  • Coordinate with financial staff to confirm funding authorization and availability.
  • Ensure compliance with the Guide to Judiciary Policy, internal controls, local policies/procedures, and appropriations law.
  • Track commitments/obligations/deobligations/expenditures and process subscription renewals/cancellations/transfers.
  • Review/process travel authorizations and obligate travel funds; approve central court travel requests.
  • Maintain vendor lists; research suppliers; coordinate delivery; track receipts and resolve outstanding orders.
  • Manage Finance & Procurement inbox with initial response within 2 business days; track issues through resolution.
  • Maintain procurement documentation/records for audits and retention; prepare reports for management; support reconciliation and separation of duties.
  • Support internal/external audits by providing requested records/information.
  • Maintain confidentiality and information security for procurement records and during the solicitation process.

Required Qualifications

  • 5+ years of progressively responsible federal contracting experience.
  • High school diploma/GED and Bachelor’s degree in business administration, public administration, finance, or accounting.
  • Knowledge of federal procurement regulations, the Guide to Judiciary Policy, and appropriations law.
  • Experience processing purchase orders and managing procurement in a federal environment.
  • Proficiency with financial management systems and Microsoft Office.
  • Strong organization/detail orientation, communication skills, and ability to work independently and manage multiple priorities.

Nice to have

  • Active Secret clearance

Additional Requirements

  • Onsite work required for all hours (no remote).
  • Must pass required background check/fingerprinting prior to start.
  • Must complete required IT security/acceptable use trainings before receiving court-furnished equipment.
