Position Summary: Performs accounting work related to the operation and maintenance of computerized financial accounting systems, including grants and contracts, tribal funds, and enterprises. Assists with purchasing, inventory, and fixed assets and performs related financial work, as required.
Duties:
- Administratively responsible for all purchasing and inventory management for the Reno Sparks Indian Colony.
- Coordinate all purchasing functions which include verifying appropriate purchase account codes for requisitions and determines vendor selection as established by policies and applicable federal regulations
- Review and approve purchase order requisitions for RSIC; issues purchase orders both regular and blanket; corrects purchase irregularities and changes; deals with vendors, including the General Services Administration (GSA) in obtaining price quotations and placement of orders; makes interpretations of purchasing policies and provides technical assistance when needed.
- Initiate and work with RSIC Staff Attorney, Department Director’s and Managers on RFP’s and RFQ’s to ensure that proper procedures are applied and followed.
- Reviewing of all RFP’s and RFQ’s and provide recommendations.
- Provide notification to all parties when RFP’s and RFQ’s will be opened.
- Reviews and maintain contracts, agreements, and/or leases with parties selected (and as required in Procurement Policy) through the Procurement process with required approvals; and issue procurement recommendations.
- Assist programs on procurement/purchasing needs (including Travel and help RSIC in securing and maintaining credit cards from different vendors).
- Establish a fixed asset inventory management system; create, maintain and provide disposition of tribal inventory (including, but not limited to, cell phones, laptops, printers and dispose of records etc.).
- Prepares and maintains control of subsidiary accounting records involving a variety of transactions and accounts including fixed assets, inventory and encumbrances. Work with accountants to provide needed adjusting journal entries and participate in year-end closing.
- Responsible for maintaining/revising the Procurement Policy as needed and responsible for all procurement records management; creation, maintenance, and disposition as outlined in the records management system.
- Provide technical support to RSIC departments on accounting software.
- Responsible for working with Colony’s emergency team and manage policies and system accordingly.
- Works, assists and responds to all audit requests in a timely manner and with an accurate basis;
- Maintains capital expenditures to ensure compliance with all processes;
- Works with RSIC Tax Department on taxation and business license issues that would be collected from RSIC contracts, including filing of fuel tax exemption;
- Performs related work or other duties, as requested.
Minimum Qualifications:
- Associates Degree or a minimum of four (4) years of professional experience with procurement in selecting vendors, and monitoring procurement functions including contracts/agreement or leases, and financial accounting system;
- Advanced computer skills including ability to produce EXCEL spreadsheets, reports, and intricate calculations;
- Ability to communicate effectively in both written and oral form;
- Ability to successfully complete a pre-employment accounting test administered by RSIC.
