The Position

The purpose of this classification is to oversee, coordinate, and manage land surveying projects for the City of Albany.

Duties

Supervises and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, recommending discipline, and completing employee performance appraisals.

Attends and/or conducts a variety of meetings with supervisors, staff, various city departments, City Commissioners, contractors, consultants, and related individuals to define scopes of work, discuss problems, set schedules, coordinate activities, provide technical expertise, and receive advice/direction.

Assists the Director in providing technical support to the City Manager, City Commission, and the citizens of Albany; prepares documentation/presentations for the City Commission.

Receives a variety of plans, designs, applications, subdivision plats, permits, maps, survey data, change orders, billing invoices, purchase requisitions, and related submittals; reviews, processes, utilizes, recommends, approves, and/or forwards as appropriate.

Performs various land surveying duties including site visits, data research, calculations, and related tasks; coordinates efforts with survey field crew and drafting technicians.

Prepares a variety of land surveying plats for property, easements, right-of-way, topographical and ALTA/ASCM; verifies accuracy of survey data, measurements, and calculations performed by field surveys; computes geodetic measurements and interprets land survey data to determine positions, shapes, and elevations of geomorphic and topographic features; writes technical documents; assists with writing contracts and consultant contracts; completes documents, reports, and calculation for state and federal regulatory agency permits; and produces presentation material.

Performs project management tasks; holds meetings; addresses questions/comments; reviews submitted plats; prepares/approves change orders; approves schedules and pay requests; conducts field inspections; prepares and maintains records, memos, and correspondence.

Researches legal records, land survey plats, and property deeds to obtain information about property boundaries; maintains knowledge of new survey techniques, concepts, software, and methods; attends continuing education classes/seminars as needed.

Communicates with City staff and officials, engineers, surveyors, developers, state and federal agencies, utility companies, contractors, supervisors, other employees, and other individuals as needed to coordinate work activities, make recommendations, review status of work, exchange information, or resolve problems.

Prepares and/or updates a variety of reports, charts, diagrams, specifications, construction plans, schedules, proposals, purchase requisitions, correspondence, and related documents; files, distributes, publishes, and/or forwards to appropriate department or individual.

Maintains a comprehensive, current knowledge and awareness of applicable laws, regulations, principles, practices, new materials, concepts, software, and methods relating to engineering; maintains an awareness of new trends and advances in the profession; reads professional literature; maintains professional affiliations; maintains appropriate licenses and certifications; attends workshops and training sessions.

Demonstrates independent decision-making skills to direct and effectively manage the land surveying process.

Demonstrates ability to set priorities independently and collectively in performing land surveying tasks.

Manages and supervises the activities of various land surveying projects, field crews, draftspersons.

Write descriptions of property boundary for use in deeds, leases, or other legal documents.

Review plans and specifications by private architects and engineers; reviews work.

Analyzes land survey objectives and specifications to prepare land survey proposals or to direct others in land surveying proposal preparation.

Participates in contract negotiations between the City and outside service providers, professional service providers, contractors, and other governmental agencies.

Directs or conduct land surveys to establish legal boundaries for properties, based on legal deeds, plats, and titles.

Trains assistants, field crews, and draftspersons giving direction to their work in such activities as performing boundary surveys or drafting plats.

Computes geodetic measurements and interpret land survey data to determine positions, shapes, and elevations of geomorphic and topographic features.

Verifies the accuracy of survey data, measurements, and calculations performed by field surveys with site inspections as necessary.

Responds to questions, complaints, and requests for information from the public, elected officials, employees, and other individuals; educates and informs citizens of city projects, rules, and regulations relevant to their specific situation.

Plans and prepares division budget; makes equipment upgrade/replacement recommendations; oversees cost accounting for projects and replacement of equipment; monitors expenditures for fiscal compliance; prepares and justifies monthly budget summaries; reviews and authorizes daily spending and purchasing requests.

Supervisory Responsibilities

Manages two subordinate supervisors who supervise a total of five employees in the Engineering Department. Is responsible for the overall direction, coordination, and evaluation of these units. Also directly supervises three non-supervisory employees. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Minimum Qualifications

Qualifications

Education and/or Experience

Associate's degree in Land Surveying or related field preferred; additionally, five (5) years of responsible management experience and/or training that includes administration, budget and project management, general accounting principles; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain a valid Georgia driver's license. Licensed as a Professiona Land Surveyor in the State of Georgia is preferred.

Language Skills
Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors.

Mathematical Skills
Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

Reasoning Ability
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

Computer Skills
To perform this job successfully, an individual should have knowledge of computer operations to enter, retrieve, review or modify data, utilizing Microsoft Word, MS Excel, MS Project, AutoCAD, word processing, spreadsheet, database, CADD (computer assisted drafting and design), presentation, Internet, e-mail or other software; and operate general office or other equipment as necessary to complete essential functions.

Certificates, Licenses, Registrations
Professional Land Surveyor (PLS) license is preferred.
