This position is located in the Department of Employment Services (DOES), Bureau of Education and Workforce Innovation. The mission of DOES is to connect District residents, job seekers, and employers to opportunities and resources that empower fair, safe, effective working communities. The incumbent is primarily responsible for administering the agency’s system of records, analyzing federal program performance data, conducting data validations, and producing and delivering reports related to the Workforce Innovation and Opportunity Act (WIOA) grant.
Duties and Responsibilities
Leads effort in administering the agency’s system of records, including system settings, staff and user administration, service and program administration, data management, online project communication with system management to fix system and data issues, system upgrades and conversions, and user support. Provides critical analyses and evaluations of actual or potential effectiveness of current and/or projected program activities for performance reporting. Key Performance indicators include program enrollment and completion, employment rate, median, earnings, credential attainments, etc. Analyzes data for quarterly and annual performance reporting.
Plans, develops, and implements a methodology/standard operating procedure for obtaining and providing data required by the department, offices and its units for long-range planning and projections and that which is needed for evaluation of day-to-day operations. Conducts comprehensive data validations. Works with Supervisor to develop a data validation process for programs, develops training materials and validations checklists. Collaborates with program staff to identify data inconsistencies and reporting errors to ensure high quality data for program performance measurement. Provides technical assistance in the design, development, and implementation of improved program designs/operations. Reviews and analyzes planning and operations activities of major program areas administered by the department. Conducts management surveys, audits, projects, etc., and provides advisory services to operating or management officials. Based upon the assessments made, identifies actual or potential problem areas, trends, and/or areas of significant concerns. Develops, recommends, and implements policies for corrective actions, necessary to remedy deficiencies in program areas.
Qualifications and Education
Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

Tour of Duty: Monday – Friday; 8:30 a.m. – 5:00 p.m.

Promotion Potential: No known promotion potential
Collective Bargaining Unit: This position is in the collective bargaining unit represented by AFGE Local 1000 and you may be required to pay an agency service fee (dues) through direct payroll deduction.
Position Designation: This position has been designated as security sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.
