Duties

DUTIES AND RESPONSIBILITIES:

  • Data Analytics for Human Resource Information Systems:
    • Collects, analyzes, and interprets data from human resource information systems (e.g., staffing matrix) and human resources programs (e.g., recruitment and placement).
    • Develops and maintains dashboards, reports, and metrics to support strategic planning and operational decision-making.
    • Identifies trends, gaps, and opportunities for process improvement based on data analysis.
  • Program Monitoring and Data-Driven Policy Implementation:
    • Monitors assigned human resources programs and projects using quantitative and qualitative data to ensure compliance with policies, standards, and guidelines.
    • Conducts research and data analysis to support policy review, revision, and development of standard operating procedures.
    • Coordinates and manages programs within the immediate component, leveraging data to drive continuous improvement.
  • Stakeholder Communication and Data Presentation:
    • Communicates and collaborates with internal and external stakeholders, presenting data-driven insights through briefings, reports, and special presentations.
    • Translates complex data findings into actionable recommendations, requiring tact and judgment in the explanation of methods, policies, and plans.
  • Civil Service Employee Timekeeping System Data Management:
    • Oversees and manages the civil service employee timekeeping system, ensuring accurate data collection, entry, and reporting for the Chief of Administration and its sections.
    • Analyzes timekeeping data to identify patterns, discrepancies, and opportunities for process optimization.
  • IHSC Travel System and Data Analytics:
    • Administers the IHSC travel system and related data functions, ensuring the accuracy and completeness of travel records and reports.
    • Analyzes travel data to support budget planning, compliance, and operational efficiency.
  • Performs other minor duties as assigned.

  • Applicants must be a current USPHS Commissioned Corps Officer. USPHS Call to Active Duty (CAD) candidates are not eligible for this position. Civilians are not eligible for this position.
  • PHS officers must participate in IHSC TDY On-Call Schedule (ITOS.) ITOS is either an entire month or two 16-day periods a year where, depending on the needs of the agency, the officer is required to be available to serve.

Education

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

  • Qualifying degree from the U.S. Public Health Service officer's category and at least three years of relevant professional experience.
  • Experience in data analytics, management, administration, or evaluation of programs.
  • If clinically licensed, maintains status and may perform clinical duties as directed and approved, documented via memorandum of assignment.
  • Maintains BLS for Healthcare Providers certification through the American Heart Association.
  • Demonstrates a high degree of independence, initiative, judgment, and follow-through on sensitive and complex administrative and data-driven tasks.
  • Advanced analytical skills with the ability to accurately analyze data, identify trends, and produce actionable reports.
  • Adaptable to change and new information; able to rapidly adjust to changing conditions or unexpected obstacles.
  • Proficient in HRIS, USA Staffing and Microsoft Office programs, including Project, Visio, Excel, and SharePoint; experience with data visualization and analytics tools preferred.

Additional information

This position is located within the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations (ERO), ICE Health Service Corps (IHSC), Office of the Deputy Assistant Director of Administration, Chief of Administration (CoA). The incumbent serves as a Program Analyst with the primary duties involving developing, delivering, managing, and maintaining human resources information systems, timekeeping, travel and/or human resource program(s).

The Program Analyst serves within the Chief of Administration, providing comprehensive support for human resource information systems, civil service employee timekeeping, and IHSC travel system/data functions. This position is responsible for developing, delivering, managing, and maintaining human resources programs and systems, with a primary focus on human resources management. The incumbent supports federal civil service, U.S. Public Health Service, and contract staff, and ensures the effective administration of staffing, timekeeping, and travel data for the entire Chief of Administration and its sections.

IHSC has a multi-sector, multidisciplinary workforce of more than 1,400 employees, including U.S. Public Health Service (PHS) commissioned officers, federal civil servants, and contract staff. The IHSC provides on-site direct patient care to ICE detainees at 19 detention facilities throughout the country and manages the provision of off-site medical care for detainees housed in approximately 240 additional Intergovernmental Service Agreement (IGSA) facilities. The ICE detainee population is approximately 34,000 detainees on a daily basis, with an average length of stay of approximately 30 days, and over 400,000 detainees annually. The IHSC also provides medical support during ICE enforcement operations in the air, on the ground and at sea.

The Program Analyst of the IHSC Personnel Unit works under the general supervision of the Deputy Chief of the IHSC Personnel Unit. The incumbent plans and organizes his/her own work, determines the sequence of assignments, selects and develops methods, and seeks assistance from experts only rarely. Assignments are usually long-term, recurring, or broadly defined. Work is reviewed for feasibility, compatibility with other work, and effectiveness in meeting requirements or expected results.
