Program Budget Financial Specialist (SME) (Financial Analyst – SME)

Location: Tampa, FL

Clearance: TS/SCI

Education: MA/MS (or BA/BS plus an additional 8 years of work experience, 4 of which must be work-related)

Outcomes:

The successful candidate is expected to accomplish the following outcomes in the first year on the position:

  • Formally track all tasks, to include: assigned by, suspense, status, and comments on all assigned tasks through completion and be prepared to brief upon request.
  • Develop digital continuity files on procedures to include SOPs. workflows and POC lists to accomplish all tasks.
  • Create 2-3 products beyond the client’s requirements that positively impact the client to either increase efficiency, effectiveness, or innovation.
  • Master position tasks within 60 days and exceed requirements within 90 days.

Responsibilities:


The Secretary of the Air Force, Office of Competition, Concepts, Development, and Management (SAF/OC/CDM), Intelligence Systems Support Office (ISSO) requires the immediate support of a Financial Analyst to provide the necessary expertise and oversight for its complex and rapidly growing budgetary responsibilities. ISSO currently manages a diverse and substantial portfolio of funding sources, including discrete budgets for several programs and R&D missions critical to National Security. A dedicated analyst is essential to ensure meticulous financial tracking, prevent funding shortfalls, and provide the director with the accurate, real-time data and financial advice to support strategic resource allocation across the portfolio.

The Program Budget Financial Specialist (PBFS) (SME) provides expertise in the DoW PPBE process, portfolio financial management, and compilation and maintenance of multiple spend plans across the ISSO portfolio. Key responsibilities include: directly supporting the Director and Chief of operations, maintaining ledgers, posting financial transactions, preparing accounting reports, and reconciling accounts. The position requires hands-on experience with a variety of automated accounting and financial systems to ensure the integrity and accuracy of financial data. Per section 1.3.3.2 of the PWS, specific responsibilities include but are not limited to:

  • Leverage expertise in the DoW PPBE process, fiscal laws, and Air Force instructions, to support the Director directly with comprehensive accounting and financial support and advice.
  • Lead quality and standards for enterprise financial data in support of data driven decisions.
  • Prepare detailed expenditure reports, obligation rates, and forecasts.
  • Capture CDMR ISSO program input into the PPBE process and analyze the DoD priorities as they relate to the Joint Planning Guide, Defense Planning Guide, Air Force Planning Guidance, and Air Force Planning and Programming Instructions as well as how they impact CDM when implemented. Document recommendations based on analysis (RR#30).
  • Analyze planning/programming guidance and policies and disseminate PPBE timelines and as well as anticipated timeframes for associated data calls.
  • Inform the HAF/SAF TMT taskers on the full spectrum of the PPBE activities. Development of budgetary briefings and information to support CDM internal reviews (i.e., Mid-year and EOY financial reviews).
  • Input, verify and report financial data in DoD/DAF financial systems (e.g., ABIDES, ASARs, Mechanization of Contract Administration Services (MOCAS); Defense Enterprise and Management System (DEAMS), Commanders Resource Integration System (CRIS); Electronic Document Access (EDA); Wide Area Workflow (WAWF); and Automated Business Services System (ABSS).
  • Document, record, track, and update enterprise financial/resources data.
  • Compile and review program spend plans and weekly financial products. Recommend remediation for any issues noted.
  • Validate, monitor, and maintain finance and/or accounting records and specialized ledgers to accurately record and report on status of funds or payment processing.
  • Reconcile electronic interfaces to general ledger from other systems. Prepare/post journal vouchers, and input payment vouchers/invoices, commitments, and obligation documents into the USAF financial systems to include unclassified and classified systems in support of daily operations.
  • Collaborate with each COR and CDMR FM lead to synchronize overall obligated funds, contract expenses, and invoices.
  • Prepare and deliver financial analysis and advice to the Director and Operations Chief in support of high level budget decisions, impacting resource distribution across the portfolios.

Qualifications:

The candidate must have the following qualifications:

  • Minimum fifteen (15) years of work-related experience supporting POM, PPB, financial analysis, budget execution, and Risk Management..
  • Of those years, minimum ten (10) years of work-related experience in support of a DoW component.
  • Experience working on and supporting the annual POM/FYDP, PB, and BES processes and analyses of their potential effects on program budgets and cost estimates with the DoW.
  • Experience working with spend plans.

The following qualifications are desirable:

  • Experience with cost estimating and modeling (desired).
  • Experience with Task Management Systems (i.e. TMT/ETMS2) (desired).
  • Knowledgeable and skilled at applying Generative AI (desired).
  • Air Force and Intelligence Community familiarity (desired).
  • Certification: Certified Defense Financial Manager (CDFM) (desired).


Travel
: Minimal travel may be required, <10%.
