We are seeking a Program Director / Lead Consultant who can bring clarity, structure, and results to complex IT sourcing and transformation initiatives.

Position Summary

The Program Director / Lead Consultant serves as the senior advisor and engagement lead for enterprise-level technology sourcing, modernization, and governance initiatives.

This role is responsible for overseeing all phases of program execution — from strategic planning and RFP development through vendor evaluation, implementation oversight, and operational transition.

The ideal candidate is a seasoned government or enterprise advisor who thrives in structured environments and can operate confidently at the intersection of technology, compliance, and business transformation.

This position requires a balance of leadership, technical fluency, and contractual discipline.

Key Responsibilities

  • Lead large-scale technology sourcing and modernization programs from initiation through completion.
  • Develop project plans, governance models, and performance metrics that drive transparency and accountability.
  • Facilitate stakeholder engagement sessions, executive briefings, and risk management reviews.
  • Oversee deliverable development, SLA validation, and vendor performance reporting.
  • Collaborate with legal, technical, and procurement teams to ensure compliance with applicable policies and standards.
  • Translate strategic objectives into actionable workstreams and measurable outcomes.
  • Provide mentorship and structure to cross-functional teams, ensuring operational excellence and alignment with client goals.

Mandatory Qualifications

  • 10+ years of experience leading IT sourcing, procurement, or modernization projects for government or enterprise clients.
  • Proven track record managing programs valued at $10 million or more.
  • Strong understanding of vendor governance, SLA frameworks, and contract lifecycle management.
  • Demonstrated experience developing or managing RFPs, RFIs, or large-scale sourcing evaluations.
  • Familiarity with compliance frameworks such as NIST 800-series, FedRAMP, ISO 27001, or SOC 2.
  • Exceptional written and verbal communication skills, with the ability to brief executives and produce decision-ready documentation.
  • Bachelor’s degree in Business, Information Technology, Engineering, or related field.
  • Must be a U.S. citizen or authorized to work in the United States.

Preferred Qualifications

  • Master’s degree in Business Administration, Information Systems, or Public Administration.
  • Professional certifications such as PMP, ITIL v4, CISM, or CISSP.
  • Experience with digital transformation, network modernization, or IT service management programs.
  • Prior consulting experience supporting state, local, or federal technology initiatives.
  • Demonstrated success engaging senior stakeholders or multi-agency governance boards.

Work Environment

  • Hybrid: Remote with on-site client collaboration as required (San Diego area).

  • Moderate travel may be required for key reviews or project milestones.

Job Type: Contract

Projected Total Compensation: $80.00 - $90.00 per hour
