Program Manager

Position Overview

The Program Manager will serve as the senior operational lead for a multi-year, nationwide public health behavior change contract of significant scale, visibility, and regulatory complexity. This role will oversee a large IDIQ environment supporting national prevention and awareness campaigns designed to influence health behaviors across diverse populations.

This position requires demonstrated experience leading national anti-tobacco prevention campaigns and/or large-scale public health behavior change initiatives supported by substantial investment and measurable performance expectations.

The Program Manager will be responsible for end-to-end execution across strategic planning, research, creative development, national media implementation, campaign measurement, and government coordination in a highly accountable and performance-driven environment.

Responsibilities:

  • Contract & Task Order Management
    • Serve as the primary point of contact for the Contracting Officer (CO) and Contracting Officer’s Representative (COR) across all task orders.
    • Oversee execution within a multi-task IDIQ contract structure.
    • Manage deliverable schedules, timelines, and task order lifecycle.
  • Strategic & Campaign Oversight
    • Ensure alignment of campaign strategy with national public health and prevention objectives.
    • Oversee research planning, IRB/OMB coordination, and integration of formative and message testing.
    • Supervise development and approval of creative concepts grounded in behavior change science.
    • Guide integrated media execution across traditional, digital, streaming, and emerging platforms.
    • Ensure achievement of aggressive national reach and frequency benchmarks.
    • Oversee real-time campaign optimization and iterative refinement.
  • Financial & Media Oversight
    • Oversee management of large-scale national media budgets.
    • Ensure financial reconciliation, invoicing accuracy, and audit readiness.
  • Team & Partner Leadership
    • Lead multidisciplinary teams spanning research, creative, media, analytics, and strategic partners.
    • Oversee subcontractor performance, including culturally grounded and community-based partners.
  • Performance Measurement & Reporting
    • Oversee campaign performance tracking across paid, owned, and earned channels.
    • Ensure delivery of required reporting including TRPs, digital analytics, dashboards, and optimization documentation.
    • Coordinate with independent outcome evaluation contractor(s) to ensure alignment between messaging strategy and measurable health outcomes.
Qualifications:
Required Qualifications
  • Bachelor’s degree required; advanced degree in Public Health, Communications, Public Policy, or related field preferred.
  • 12+ years of experience leading large-scale, national public health or behavior change campaigns; federal tobacco campaign a plus.
  • 10+ years of experience managing federally funded public health programs or operating within regulated health environments.
  • Demonstrated experience leading national anti-tobacco prevention campaigns and/or large-scale health behavior change initiatives targeting youth or high-risk populations.
  • Demonstrated experience overseeing national media campaigns with significant annual media investment.
  • Experience managing multidisciplinary teams across research, creative, media, and analytics.
  • Demonstrated experience operating within highly accountable, performance-driven environments with measurable outcome expectations.

Preferred Qualifications
  • Experience managing federally funded public health programs or operating within regulated health environments.
  • Familiarity with IDIQ or multi-task order contract structures.
  • Experience navigating IRB/OMB research clearance processes.
  • Experience coordinating with third-party evaluation contractors and research partners.
  • Demonstrated experience leading culturally responsive outreach initiatives.
