Program Manager

Position Overview

UPSTAR is seeking an experienced Program Manager to oversee the planning, implementation, and evaluation of behavioral health programs. The Program Manager will ensure quality service delivery, maintain compliance with regulatory standards, and support the mission of providing exceptional therapeutic services to children and families.

Key Responsibilities

- Oversee daily operations of assigned programs, ensuring adherence to CARF standards, OhioRISE requirements, and Medicaid regulations.

- Develop and maintain partnerships with school districts and community organizations to expand service reach.

- Supervise program staff, including hiring, training, onboarding, and performance management.

- Monitor program outcomes and prepare reports for leadership and external stakeholders.

- Manage program budgets, including tracking expenses and ensuring cost-effectiveness.

- Create and implement staff training programs to maintain clinical excellence and regulatory compliance.

- Coordinate with credentialing and enrollment teams to ensure provider compliance.

- Lead quality improvement initiatives and respond to audit findings.

Qualifications

- Bachelor's degree in Human Services, Social Work, Psychology, or a related field; Master's degree preferred.

- 3-5 years of experience in program management, preferably in behavioral health or human services.

- Knowledge and understanding of OhioRISE, including requirements and service delivery expectations.

- Knowledge of Medicaid billing, CARF accreditation, and children's mental health services.

- Strong organizational and project management skills.

- Excellent communication and relationship-building abilities.

- Proficiency with Google Workspace and electronic health record systems.

- Valid driver's license and reliable transportation.
