Program Manager

Position Overview

The Program Manager (PM) serves as the senior executive-level contractor leader responsible for the full scope of work performed under the NASEO Directorate Support Services contract. As the primary Point of Contact (POC) for all contract matters between the contractor team and the FAA Government Program Office, Contracting Officer's Representative (COR), and Contracting Officer (CO), the PM


Duties & Responsibilities


● Serve as the single point of accountability for all contract deliverables, technical performance, and compliance across the NASEO Directorate Support Services contract.

● Provide executive-level oversight and day-to-day management of all contractor personnel, subcontractors, and teaming partners supporting cybersecurity, security assessment, penetration testing, and NCO operational functions.

● Lead and facilitate Program Management Reviews (PMRs) with the FAA Program Office, COR, and CO; prepare and present program status, risk assessments, performance metrics, and corrective action plans.

● Develop, maintain, and execute the program's integrated master schedule (IMS), project management plan (PMP), and risk management plan in alignment with FAA iCMM and project management standards.

● Manage cost, schedule, and technical performance baselines; apply earned value management (EVM) principles and report status in accordance with FAA contract requirements.

● Coordinate and oversee task order execution across all functional areas, including security assessments, penetration testing, and National Cybersecurity Operations (NCO) support.

● Ensure all personnel meet required labor category qualifications, maintain required security clearances, and adhere to FAA security and information handling requirements.

● Establish and maintain strong working relationships with FAA NASEO leadership, program officers, COR, CO, and other government stakeholders.

● Identify, escalate, and manage programmatic risks and issues; develop and implement corrective action plans to resolve performance shortfalls.

● Ensure contractor compliance with all applicable FAA policies, federal cybersecurity standards (NIST, FISMA), and contract terms and conditions.

● Oversee recruiting, onboarding, retention, and performance management of contractor staff; maintain staffing continuity and succession planning.

● Review and approve all contract deliverables and technical products prior to submission to the Government.


Minimum Qualification Requirements

Education

Bachelor's degree in Engineering, Computer Science, Information Technology, Business Administration, or a related technical discipline from an accredited institution. A Master's degree is preferred.

Experience

Minimum 15 years of relevant professional experience, of which at least 5 years must be in a senior program or project management role overseeing complex government IT or cybersecurity contracts. Experience supporting FAA or other federal aviation/national security agencies is highly desirable.

Certifications

Project Management Professional (PMP), Portfolio Management Professional (PfMP), or Program Management Professional (PgMP) certification is REQUIRED per FAA eFAST MOA 2021, Attachment J-3. Additional certifications (CISSP, CISM) are desirable.

Security Clearance

Must be able to obtain and maintain the security clearance level required by the FAA NASEO Program Office.


Required Skills & Competencies

● Demonstrated ability to manage large, multi-disciplinary contractor teams supporting federal cybersecurity and engineering services.

● Strong knowledge of federal acquisition regulations (FAR/AMS), eFAST contract vehicle requirements, and government contract administration.

● Proficiency in project management methodologies (PMI, Agile/Scrum), earned value management (EVM), and integrated master scheduling.

● Excellent written and verbal communication skills; ability to present complex technical and programmatic information to executive-level government stakeholders.

● Experience with FAA iCMM, NIST 800-series cybersecurity frameworks, FISMA compliance, and federal information security standards.

● Knowledge of FAA NAS systems, National Airspace System operations, and NASEO mission functions is strongly preferred.
