Mission Objectives ? The Office of the Assistant Secretary of the Army (Financial Management & Comptroller) (ASA(FM&C)) is responsible for providing timely and robust support for the operations and maintenance of critical application software and hardware platforms used by the Army's worldwide financial community. The ASA(FM&C) Information Management Officer (IMO) function enables this mission by delivering reliable, secure, and responsive IT support across three focus areas: VIP and staff desktop support, web portal and SharePoint sustainment, and VTC/web conferencing facilitation ? serving over 1,400 personnel across the Pentagon, Fort Belvoir, and Taylor Building.
The Program Manager is TeAM's senior representative on this contract, responsible for ensuring all IMO support services are delivered with excellence, full contractual compliance, and zero disruption to ASA(FM&C)'s financial management mission.
[Position Responsibility Summary]
The Program Manager serves as TeAM?s senior on-site leader, accountable for full performance outcomes across a multi-functional federal IT support environment. This individual combines strong technical program oversight with a collaborative management style and the communication skills needed to engage senior government stakeholders with confidence and credibility.
- Serve as TeAM?s fully empowered representative and primary interface with government oversight personnel, exercising authority to make binding administrative and operational decisions on behalf of the company
- Author and maintain governing program management artifacts?including project plans, transition strategies, and quality frameworks?that align contractor operations with government requirements from contract inception through close-out
- Drive on-time delivery of all program reporting obligations; prepare and present performance briefings for senior government leadership with accuracy and professionalism
- Allocate and adjust personnel resources, schedules, and subcontractor tasking to maintain continuous service delivery and meet established performance thresholds
- Plan and execute structured contract transition activities ensuring no disruption to service continuity at both the start and end of the period of performance
- Proactively identify performance gaps and implement corrective measures; maintain a structured tracking mechanism to log, resolve, and close government feedback in a timely and transparent manner
- Verify that all assigned personnel maintain current security authorizations, complete required training programs, and satisfy applicable workforce certification standards throughout the engagement
- Oversee quality assurance activities across all service areas; monitor performance indicators spanning helpdesk operations, executive IT support, and digital platform availability to ensure commitments are consistently met
- Enforce compliance with applicable Army and DoD regulatory frameworks governing information security, accessibility, and privacy; champion a culture of accountability across the contractor team
- Coordinate administrative and logistical requirements including travel authorizations, managing expenditures within authorized limits in coordination with government representatives
- Oversee quality assurance activities across all service areas; monitor performance indicators spanning helpdesk operations, executive IT support, and digital platform availability to ensure commitments are consistently met
