Role Overview

The Program Manager will lead the planning, execution, and successful delivery of data engineering and data governance initiatives. This role requires strategic leadership, strong stakeholder engagement, and deep expertise in data management frameworks to ensure compliance, quality, and operational excellence.

Key ResponsibilitiesProgram Leadership

  • Develop and execute a comprehensive Data Governance strategy aligned with organizational objectives and regulatory requirements.
  • Act as a liaison between senior leadership, stakeholders, and cross-functional teams to ensure program alignment and success.
  • Drive organizational change to establish a culture of data governance and stewardship.
  • Perform cost-benefit analysis and justify investments in data governance initiatives.
  • Identify and report program risks proactively and implement mitigation strategies.

Project Planning & Management

  • Define project scope, objectives, timelines, budgets, resources, and risks.
  • Plan, schedule, and track project activities, ensuring timely delivery.
  • Prioritize work and allocate resources effectively.
  • Monitor progress and provide regular status reports to stakeholders.

Governance Framework Implementation

  • Establish and manage a robust Data Governance framework, including policies, standards, roles, and responsibilities.
  • Implement tools for data cataloging, metadata management, and data lineage to enhance visibility and accessibility.
  • Oversee workflows and processes to ensure compliance with governance policies.

Stakeholder Engagement

  • Report program status, risks, and outcomes to CXO-level executives.
  • Collaborate with business units, IT teams, and compliance officers to resolve data-related challenges.
  • Facilitate Data Governance Council meetings and ensure effective decision-making.
  • Serve as the primary contact for internal and external auditors on governance-related queries.

Compliance & Risk Management

  • Ensure adherence to industry regulations and banking-specific compliance requirements (GDPR, CCPA, BCBS 239, AML/KYC).
  • Identify and mitigate risks related to data usage, sharing, and security.

Monitoring & Reporting

  • Define KPIs and metrics to measure program effectiveness.
  • Provide regular updates and audit reports to executive leadership.

Team Leadership & Mentorship

  • Lead cross-functional teams including data stewards, analysts, and governance professionals.
  • Provide training and mentoring to promote awareness of data governance practices.

Technical Expertise

  • Strong understanding of data engineering principles: pipelines, storage solutions, data quality, and security.
  • Familiarity with tools and technologies: ETL/ELT tools, Informatica IDMC, MDM, Collibra, data warehousing, cloud platforms (AWS, Azure, GCP).
  • Knowledge of data governance frameworks and best practices.

Qualifications

  • Bachelor’s degree in Computer Science, Data Management, or Business Administration; MBA preferred.
  • 16+ years of program management experience, with at least 6+ years in data governance or MDM within banking/financial services.
  • Strong knowledge of data governance frameworks and tools (Collibra, Informatica, Alation).
  • Proven track record of managing large, complex programs with cross-functional teams.
  • Excellent communication and stakeholder management skills.
  • Certifications in PMP, PRINCE2, or data governance (DGSP, CDMP) are a plus.
