POSITION SUMMARY

The Program Manager (PM) serves as the Contractor’s senior delivery authority and single point of accountability for successful execution of cloud platform operations and modernization support services for USDA/FPAC federal agency. This is a key role responsible for overseeing program performance across cloud, hybrid infrastructure, application support, security, and modernization task areas while ensuring full compliance with contract requirements, federal regulations, and performance standards.

The Program Manager leads planning, execution, reporting, risk management, and stakeholder coordination throughout the contract lifecycle and ensures consistent delivery of secure, reliable, and modernized cloud services supporting mission-critical operations.

DUTIES

Program Leadership & Governance

  • Serve as the Lead Point of Contact (POC) for all contractual, technical, and operational matters.
  • Provide overall program leadership and direction across multiple integrated task areas, teams, and subcontractors.
  • Ensure adherence to contract requirements , maintaining appropriate separation from Government supervision.

Program Management & Planning

  • Develop, maintain, and deliver the Project Management Plan (PMP) including schedules, milestones, dependencies, and work breakdown structures.
  • Produce and update detailed Work Plans aligned to Government priorities and approved delivery timelines.
  • Oversee Transition-In and Transition-Out activities to ensure continuity of operations and smooth knowledge transfer. Performance & Delivery Oversight
  • Ensure all contract deliverables are complete, accurate, timely, and compliant with the Performance Work Statement (PWS).
  • Monitor execution against Performance Requirements Summary (PRS) metrics, Service Levels, and Acceptable Quality Levels (AQLs).
  • Proactively identify risks, issues, and dependencies, and develop mitigation strategies to prevent schedule, cost, or performance impacts.

Stakeholder Engagement & Reporting

  • Maintain a collaborative day-to-day working relationship with the Contracting Officer (CO) and Contracting Officer’s Representative (COR) .
  • Lead and participate in contract meetings, including kickoff, reviews, and governance forums.
  • Prepare and submit Monthly Status Reports (MSRs) and annual Lessons Learned reports in accordance with contract requirements.

Team & Resource Management

  • Ensure project personnel are fully onboard, trained, qualified, and compliant with labor category requirements.
  • Manage staffing, retention, succession planning, and certification tracking for project staff.
  • Lead a multi-disciplinary team supporting cloud operations, DevSecOps, SRE practices, security compliance, and modernization initiatives.

Compliance, Security & Quality Assurance

  • Ensure program compliance with Federal agency IT policies, and other applicable federal standards.
  • Oversee Quality Control Plan (QCP) implementation and support audits, assessments, and Continuous Monitoring activities.
  • Ensure timely reporting and coordination for security incidents and risk management activities.

EDUCATION

· Bachelor’s degree in information technology, Computer Science, Business, or a related discipline.

REQUIRED QUALIFICATIONS

· 10–15 years of progressive program or project management experience, including management of large-scale, complex IT programs.

· Active – PMP certification

· Advanced leadership and supervisory capabilities.

· Effective communication skills with the ability to engage executive-level federal stakeholders.

· Prior experience supporting modernization of enterprise-wide applications for federal civilian agency.

· Demonstrated experience leading multiple concurrent projects or enterprise programs in a federal environment.

· Comprehensive knowledge of the full Systems Development Life Cycle (SDLC)

· Demonstrated experience managing cloud or hybrid infrastructure programs, preferably supporting AWS-based environments.

· Expertise in risk management, performance tracking, and issue resolution across integrated technical teams.

· Ability to obtain and retain a federal security clearance ie. Public Trust

PREFERRED QUALIFICATIONS

  • Master’s degree in business administration, project management, computer science or technology field of study.
  • Prior experience leading cloud related projects for USDA and preferable with FPAC.
  • Experience managing federal cloud operations, DevSecOps pipelines, or enterprise modernization programs.
  • Familiarity with Agile delivery, SRE principles, and continuous improvement methodologies.
  • Cloud Certifications (AWS or equivalent)
