About this Role:

Consertus is seeking a Project Controls Specialist IV (Cost Analyst) to support LACCD’s capital construction program within the PMO office in Monterey Park, CA . This role focuses on ensuring the integrity and accuracy of project budgets and forecasts, supporting change and risk management discussions, and delivering clear cost reporting for internal teams and senior leadership.

This position is best suited for a highly analytical cost professional with strong project controls experience in capital programs and the ability to work in a fast-paced environment while maintaining exceptional attention to detail.

Key Responsibilities:

Budgeting, Forecasting & EAC

  • Oversee the integrity and accuracy of project budgets and forecasts in alignment with standard operating procedures.
  • Actively participate in monthly EAC (Estimate at Completion) meetings, validating current EACs and providing justification for variances.
  • Review project budgets and expenditures and ensure alignment with diverse funding sources and financial objectives.

Cost Performance & Variance Analysis

  • Conduct cost variance analyses to identify trends and proactively address potential budget impacts.
  • Continuously monitor trends and mitigation plans, comparing projected vs. actual performance over time.
  • Collaborate with schedulers to evaluate cost/schedule performance (overruns, delays, and variances).

Change Management, Risk & Financial Controls

  • Support change management discussions by identifying emerging trends, risks, and exposure factors.
  • Participate in risk assessment workshops and provide insight on financial impacts and mitigation strategies.
  • Validate cost coding and budget allocations for contract change orders, amendments, and other adjustments.
  • Ensure contracts, purchase orders, task orders, change orders, and amendments are accurately budgeted, coded, and reported.

Reporting, Systems & Data Integrity

  • Prepare budgeting, cost control, auditing, and asset tracking reports using systems such as e-Builder, Proliance, DELTEK , and other PMO platforms.
  • Support weekly/monthly cost and status reporting and develop regular and ad hoc budget/forecast reports for leadership.
  • Perform required data entry for budget and forecast updates and maintain change management logs.
  • Work closely with PMs and CMs to maintain coding structures, project controls tools, and high-quality data.

Additionally

  • Travel to offsite project locations as needed.
  • Perform other duties and special projects as assigned.

Minimum Qualifications

Required Experience

  • 7–10 years of recent professional experience in project controls , particularly on a capital construction program.
  • BS/BA in Business Administration, Engineering, Project Management, Construction Management, or related field
  • Additional qualifying experience beyond the minimum may be substituted for formal education.
  • Strong analytical capabilities with ability to organize and interpret complex financial data.
  • Proficiency in financial modeling and advanced Excel functions.
  • Exceptional attention to detail, strong problem-solving skills, and ability to meet tight deadlines.
  • Strong communication skills, thus able to explain financial concepts to non-financial stakeholders.
  • Proficiency with Microsoft Office (Word, Excel, PowerPoint, Outlook) .

Preferred Qualifications

  • Advanced proficiency with program management software such as e-Builder, DELTEK, Proliance (and similar tools).
  • Experience with Power BI and/or Tableau for dashboards and real-time cost reporting.
  • Exposure to data warehousing and integrating multiple data sources for reporting.
  • Experience troubleshooting system integration issues across PM and financial tools.

Working Hours & Location: Full-time, exempt role with standard business hours. In addition, this is an onsite position, and Monday – Friday in the Project Management Office in Monterey Park, CA.

Compensation Range: $110,240 – $116,480 annually; Eligible for Bonus
