Position Summary
This position provides comprehensive project controls, budget, and contract management support for complex capital and non-capital projects. Supporting the Assistant Manager for the Rivers and Plateau (AMRP) team.
Key Responsibilities
1. Earned Value, Metrics, & Reporting
- Monitor and analyze project performance using Earned Value Management principles to recognize and report adverse trends to respective Subject Matter Experts, Division Directors, and Assistant Managers.
- Monitor and analyze project milestones and performance metrics.
- Integrate monthly analyses through workbook and meetings with input from the contractors and the HFO Subject Matter Experts for inclusion in One Enterprise Management System (OEMS), Project Analysis Reporting System 2 (PARS 2), and Contractor Performance Assessment Reporting System (CPARS).
2. Budget
- Prepare an integrated annual budget request and provide responses to various budget data calls pertaining to budget requests.
- Analyze contractor spend plans and budget forecasts.
- Assist with strategic planning and document updates.
3. Baseline Management
- Evaluate current schedule data and analyze the critical path schedules to recognize and report adverse trends to respective Subject Matter Experts, Division Directors, and Assistant Managers.
- Provide scheduling support to Subject Matter Experts, Division Directors, and Assistant Managers.
- Support HFO baseline schedule, estimate, and risk updates and life cycle planning.
- Support baseline reviews, HQ Peer Reviews, and other reviews as required, including recommendations and assessments of technical and non-technical project issues.
- Evaluate and review risks, risk register, and assure accuracy of risk reports and risk management plans.
4. Capital Projects
- Support capital projects through the 413.3B process and budgeting requirements.
5. Contract Management
- Support the review and analysis of Independent Government Estimates.
- Support evaluation and review of statements of work and work scope strategy for appropriateness and accuracy.
- Support development of requests for proposal, proposal evaluations, and other contract documents.
- Support contracts change control.
6. Reviews/Audits
- Assist with reviews of invoices and baseline submittals.
- Support the respective Division Directors (DD) and Assistant Managers (AM) in preparing for project reviews and/or other draft presentations to HFO Management, Environmental Management - Headquarters (HQ) Management, etc.
- Support the Environmental Liability and GAO audits.
Experience & Qualifications
- Bachelor’s degree in Business Management, Finance, or a related field of study. Ten years of experience may be substituted for a bachelor's degree.
- At least 10 years of experience in project controls/project management. This is in addition to any experience used to substitute for educational qualifications.
- Proficient with MS Word, MS Excel, MS PowerPoint, and Primavera (P6).
- Experience related to Hanford’s environmental cleanup activities, including deactivation, decontamination, decommissioning, and demolition of industrial and nuclear facilities, remediation of waste sites, groundwater, waste management/disposition, and CERCLA/RCRA documentation is preferred.
- Knowledge of program and project management practices, policies, and procedures; preference for knowledge of and experience with DOE Order 413.3B, “Program and Project Management for the Acquisition of Capital Asset Projects.”
- Expertise in budgeting, resource planning & allocation, and business management practices.
- Experience with audits, project evaluations, and baseline change control.
- Experience in process improvement.
- Excellent verbal and written communication ski
- Knowledge of the Hanford Federal Facility Agreement and Consent Order.
- Sufficient knowledge of contract change management to prepare requests for proposals, review independent government estimates, evaluate contractor proposals, and produce/maintain performance/fee documentation.
- Experience with risk identification, mitigation, and management.
- Experience with project planning, tracking, reporting, and management.
- Experience with cost estimating, risk management, and scheduling on a DOE project.
- A knowledge of DOE/HFO policies and procedures.
- Knowledge of reporting systems, including One Enterprise Management System (OEMS) and Project Analysis Reporting System 2 (PARS 2), Hanford Data Integrator (HANDI), and COBRA; or similar systems.
