The Project Controls Systems Lead is responsible for the administration, support, and continuous improvement of enterprise project controls platforms. This role serves as the functional and technical bridge between project teams, finance, operations, and IT—ensuring that business requirements are clearly translated into scalable, well-designed system solutions.
The role combines hands-on system administration, deep project controls expertise, and technical leadership, enabling consistent execution of timekeeping, cost control, forecasting, progress tracking, and reporting processes across the organization.
This position plays a critical role in standardization, data quality, user enablement, and system adoption while partnering closely with IT, data teams, and external vendors to design and deliver enhancements that support operational and financial objectives.
Key Responsibilities
1. System Administration
Serve as a primary functional administrator for enterprise project controls systems, including:
Time Entry Systems
Configure and maintain organizational structures, resources, charge codes, workflows, and validation rules.
Administer timesheet entry, approval workflows, payroll interfaces, and reporting periods.
Support integrations with ERP and downstream financial systems.
Project Controls Systems
Administer project setup, permissions, master data libraries, and cost control configurations.
Support budget loading, forecast maintenance, change management, and actual cost reconciliation.
Maintain operational resource structures and project assignments to support time, progress, and cost tracking.
2. Business-to-Technology Translation (Technical Lead)
Act as the functional technical lead for project controls systems by:
Partnering with business stakeholders (Project Managers, Field Engineers, Finance, Operations) to understand process needs and pain points.
Translating business requirements into clear functional specifications for IT teams, data engineers, or application designers.
Supporting solution design reviews to ensure configurations and integrations align with real-world operational workflows.
Participating in system enhancement initiatives, pilots, testing, and phased rollouts.
This role does not write production code, but is accountable for ensuring solutions are technically sound, scalable, and aligned with business intent.
3. Project Controls Enablement & Process Governance
Support standardized project controls processes including:
Time entry and approvals
Job cost tracking
Forecasting and earned value concepts (where applicable)
Progress and quantity tracking
Act as a subject matter expert for how systems support project controls best practices.
Partner with finance and project leadership to reinforce consistent execution across business units.
4. User Support, Troubleshooting & Adoption
Serve as Tier 1 / Tier 2 support for system-related issues across time entry and project management systems.
Diagnose configuration, data integrity, permission, and workflow issues prior to escalation.
Coordinate with IT and software vendors for complex defects or enhancements.
Monitor system usage trends and proactively address adoption gaps.
5. Training, Documentation & Change Management
Develop and maintain user-facing materials including:
Work instructions
Quick reference guides
Training decks and recorded sessions
Deliver training for new hires and refresher sessions for existing users.
Support organizational change initiatives tied to system rollouts, acquisitions, or process redesigns.
Act as a trusted advisor to leadership on system readiness and rollout risk.
Required Qualifications
Bachelor’s degree in Construction Management, Engineering, Finance, Information Systems, or related field (or equivalent experience).
5+ years of experience in project controls, construction operations, or business systems support.
Hands-on experience administering or supporting project controls platforms such as:
TimeControl (Journyx)
InEight Control, Plan & Progress, or similar systems
Strong understanding of construction project financials, cost tracking, and timekeeping workflows.
Proven ability to translate business requirements into technical system solutions.
Preferred Qualifications
Experience supporting ERP integrations (e.g., JD Edwards or similar).
Experience working with data/reporting tools (e.g., Power BI, data warehouses).
Experience supporting multi-business-unit or acquired-company environments.
Strong documentation and training development skills.
