Project Management Consultant

Job Purpose
The Project Management Consultant will support MIT Academy in planning, developing, coordinating, and managing local and international projects, particularly projects funded by multilateral development organisations such as the World Bank, Asian Development Bank, government agencies, and international development partners.
The consultant will oversee the full project cycle, including opportunity identification, proposal preparation, project mobilisation, implementation, monitoring, reporting, stakeholder coordination, and project close-out.
Key Responsibilities
1. Project Planning and Management
- Develop project implementation plans, work schedules, resource plans, budgets, risk registers, and monitoring frameworks.
- Coordinate project activities to ensure deliverables are completed within the approved scope, timeline, budget, and quality requirements.
2. World Bank, ADB and Donor-Funded Projects
- Identify and assess consulting, training, technical assistance, and equipment-related opportunities funded by the World Bank, ADB, government agencies, and other development organisations.
- Review procurement notices, Expressions of Interest, Requests for Proposals, Terms of Reference, bidding documents, and evaluation criteria.
- Ensure submissions comply with donor procurement guidelines, client requirements, eligibility criteria, and submission deadlines.
- Support contract negotiations, project mobilisation, inception activities, and reporting requirements.
- Liaise with government ministries, project management units, development partners, consultants, subcontractors, and international project partners.
3. Proposal and Business Development
- Conduct research on new project opportunities in TVET, education, automation, robotics, Industry 4.0, digitalisation, aerospace, renewable energy, and workforce development.
- Prepare project concepts, proposals, presentations, capability statements, and implementation strategies.
- Develop partnerships with local and international institutions, universities, training providers, manufacturers, and consulting firms.
4. Project Implementation and Coordination
- Coordinate internal departments, technical trainers, consultants, vendors, and project partners.
- Organise project meetings, workshops, training programmes, site visits, stakeholder consultations, and progress reviews.
5. Monitoring, Reporting and Compliance
- Prepare inception reports, progress reports, completion reports, management reports, and client presentations.
- Track project performance against agreed indicators, deliverables, budgets, and timelines.
- Maintain project dashboards and document control systems.
- Support audits, evaluations, inspections, and donor review missions.
6. Financial and Contract Administration
- Assist in preparing project budgets, cost estimates, payment schedules, and financial proposals.
- Monitor project expenditure, consultant payments, invoicing, and budget utilisation.
- Coordinate with the finance department on claims, supporting documents, taxes, guarantees, and payment milestones.
Required Qualifications
- Bachelor’s degree in Project Management, Business Administration, Engineering, Education, International Development, Economics, or a related discipline.
- A postgraduate qualification in Project Management, Business Administration, Engineering Management, or International Development is an advantage.
- Professional certification such as PMP, PRINCE2, CAPM, or equivalent is preferred.
- Minimum 2 years of relevant experience in project management, consulting, proposal preparation, or international development projects.
- Experience working on World Bank, ADB, government, or donor-funded projects is highly desirable.
- Experience in TVET, education, engineering, automation, Industry 4.0, digital technology, or workforce development is an advantage.
Required Skills and Competencies
- Strong project planning and coordination skills.
- Knowledge of World Bank, ADB, or international donor procurement processes.
- Ability to interpret Terms of Reference, bidding documents, contracts, and evaluation criteria.
- Strong proposal writing, report writing, and presentation skills.
- Good understanding of project budgeting, scheduling, risk management, and monitoring.
- Excellent written and spoken English.
- Strong stakeholder management and communication abilities.
- Proficiency in Microsoft Word, Excel, PowerPoint, Project, and project management tools.
- High level of accuracy, professionalism, confidentiality, and attention to detail.
- Willingness to travel locally and internationally when required.
