Job Title: Project Manager
Location: Al-Khobar, Eastern Province, KSA
Project Type: Luxury High-Rise Residential + 5-Star Branded Residences
Reporting Line: Project Director / Operations Director
Role Purpose
To lead the end-to-end delivery of the projects in Al-Khobar, ensuring completion on time, within budget, and to the highest quality and brand standards. This role acts as the primary point of contact between the client, operator, consultants, subcontractors, and internal teams.
Key Responsibilities
- Project Planning & Execution
- Develop and maintain the master project schedule (baseline, look-ahead, recovery) for both towers, including civil, MEP, interiors, FF&E, and commissioning.
- Coordinate with the Nobu brand team to ensure all design, fit-out, and operational standards are embedded from construction through handover.
- Manage interface between residential and hospitality zones (shared parking, MEP risers, security protocols).
- Commercial & Budget Management
- Monitor project financial performance including cash flow, cost forecasts, and contingency utilization.
- Approve subcontractor payment certificates, variation orders, and claims in coordination with the Contracts Administrator.
- Drive value engineering initiatives without compromising luxury brand expectations.
- Team & Subcontractor Management
- Lead a multidisciplinary site team (engineering, safety, quality, planning).
- Manage key subcontractors for high-rise MEP, curtain walling, luxury joinery, marble finishing, and swimming pools (if applicable).
- Conduct weekly progress meetings with all stakeholders.
- Quality, Safety & Compliance
- Enforce project-specific QA/QC plans aligned with hospitality standards and Retal's residential expectations.
- Ensure full HSE compliance with Saudi regulations (Civil Defense, MWL, municipality) and zero-LTI target.
- Manage authority approvals (Balady, Saudi Aramco if adjacent, SCECO, General Directorate of Civil Defense).
- Brand & Stakeholder Liaison
- Serve as the primary interface between the construction team and Nobu's design/operations team for all guest-facing areas (lobby, restaurant, spa, residences).
- Present monthly progress reports to Retal's executive leadership.
- Manage client expectations, snagging, and handover phases for both residential units and hotel keys.
- Commissioning & Handover
- Lead commissioning of MEP systems, BMS, fire alarm, and security systems.
- Manage the punch list, final inspections, and certificate of completion for each phase.
- Oversee as-built documentation, O&M manuals, and training handover to facility management.
Qualifications & Experience
- Education: Bachelor's degree in Civil Engineering, Construction Management, or Architecture. Master's degree (preferred).
- Certifications: PMP, RMP, or equivalent; KSA engineering registration (Balady/Hayya) preferred.
- Experience:
- Minimum 15-20 years total experience in construction project management.
- Minimum 5 years as Project Manager on high-rise towers (30+ floors) in KSA or GCC.
- Proven delivery of at least one branded residential or 5-star hotel project.
- Experience with luxury finishes, MEP complexity, and fast-track schedules.
- Software: Primavera P6, MS Project, Procore/Aconex, AutoCAD viewer, MS Office.
Key Competencies
- Strong leadership and decision-making under pressure.
- Excellent English (required); Arabic (highly preferred for authority negotiations).
- Deep understanding of KSA construction laws, municipality approvals, and labor regulations.
- Ability to manage two parallel towers with overlapping trades and separate brand requirements.
- Client-facing communication and conflict resolution skills.
